BOOK 7 PAGE 354 <br />MINUTES OF THE REGULAR MEETING OF THE BOARD OF <br />COMMISSIONERS OF THE COUNTY OF LEE, NORTH CAROLINA <br />Monday, July 7th, 1969 <br />- - - - - - - - - - <br />The Regular Meeting of the Board of Commissioners for the County <br />of Lee, convened at 10 o'clock a. m., in the Commissioners' Room at the <br />County Office Building, at the corner of Steele and Wicker Streets in the <br />City of Sanford. Those present were: Chairman John E. Dotterer, Commissioners <br />William B. Joyce, Aubrey E. White, Franklin D. Wicker, and Gordon A. Wicker. <br />Chairman John E. Dotterer presided and the following business was <br />transacted: <br />The minutes of the Regular Meeting held on Monday, June 2nd, 1969, <br />and the minutes of the Adjourned Regular Meeting held on Monday, June 9, 1969, <br />were considered and approved for recordation. <br />'The monthly bills as tabulated by the County Accountant were presented <br />to the Board and considered. Upon motion of Commissioner White, seconded <br />by Commissioner Joyce, the bills were approved for payment upon a unanimclis <br />vote of the Board. <br />r <br />The Board next considered the budget estimate which was adopted at the <br />Adjourned Regular Meeting on June 9, 1969. <br />Raises were discussed for various departments, including the Sheriff's <br />Department, the Department of Social Services, and others. Commissioner <br />Gordon A. Wicker requested that the minutes reflect that he could support raises <br />for personnel inthe Sheriff's Department, but did not approve of raises for the <br />personnel in the Department of Social Services. Upon motion made and duly <br />seconded, it was RESOLVED to amend the budget estimate to provide salaries <br />in keeping with the Personnel Pay Plan provided that no salary increase shall be <br />more than 12%, except for the Chief Deputy in the Sheriff's Department, for the <br />Superintendent of the Maintenance Department, and all persons who are in step <br />one and further provided that all raises shall be to the nearest applicable step <br />below a lZ% in crease. A vote on said Resolution was as follows: <br />Aye: Commissioners Joyce, White and Franklin D. Wicker and <br />Chairman Dotterer <br />No: Commissioner Gordon A. Wicker <br />The Resolution carried by a majority vote. <br />The Budget Estimate was amended to transfer $500. 00 to the School Fund <br />for operation of the Head Start Program. <br />Chairman Dotterer reported that the Sanford City Board of Education would <br />sell the old administrative Building in Jonesboro to the County for the'sum of. <br />$15, 000. 00, and the County Library would make available $10, 000. 00. for purchase <br />of this property. Schools will use the funds on the shop at the Sanford'Central <br />High School plant. Upon motion made and duly seconded, it was RESOLVED to <br />increase the appropriations for the County Library by $5, 000. 00. <br />
