Trump declared a National <br /> Emergency in response to COVID-19 Pandemic;-' and <br /> WHEREAS, On March 17, 2020 North Carolina Governor Roy Cooper issued <br /> an Executive Order ending seated dining at restaurants and private clubs;''- and <br /> WHEREAS, North Carolina Governor Roy Cooper ordered people in the state of North <br /> Carolina to stay at home for thirty days, until April 29, 2020, in another step to slow the <br /> spread of the COVID-19 virus. His Executive Order No. 121 took effect on Monday, <br /> March 30 at 5:00 PM and reduced the size of gatherings to no more than 10 <br /> people;`1 and <br /> WHEREAS, The Order provides for essential businesses to continue to operate while <br /> prioritizing social distancing measures.
