BRITT <br /> REGISTER OF DEEDS <br /> FILED Oct 25, 2019 <br /> AT 03:18:08 pm <br /> BOOK 00003 <br /> START PAGE 0606 <br /> END PAGE 0606 <br /> c°uNTy INSTRUMENT# 06386 <br /> ► ' + EXCISE TAX (None) <br /> * 1 * <br /> 42Gk .6.0%': \' <br /> i <br /> RESOLUTION REQUESTING PRIORITIZATION OF TRANSPORTATION FUNDING FOR THE <br /> REALIGNMENT OF KELLY DRIVE <br /> WHEREAS, the realignment of Kelly Drive to bypass Central Carolina Community College (CCCC) <br /> consistently ranks as the highest transportation project priority amongst local county officials; and, <br /> WHEREAS, Lee County is a member of the Triangle Area Rural Planning Organization (TARPO) that is <br /> responsible for developing a transportation project list for priority consideration to be evaluated by the North <br /> Carolina Department of Transportation (NCDOT); and, <br /> WHEREAS, the Lee County Board of Commissioners (the Board) has consistently supported efforts by <br /> TARPO that prioritize the realignment of Kelly Drive in their list of road improvement recommendations to the <br /> NCDOT including Board Resolutions passed in 2015 and 2017 endorsing TARPO's project recommendation <br /> list that included the Kelly Drive project as Lee County's highest priority; and, <br /> WHEREAS, Kelly Drive, which bi-sects the CCCC campus, is a primary and frequently used roadway <br /> connection between the 421 Bypass and Homer Boulevard (HWY 421/87)through the City of Sanford; and, <br /> WHEREAS, in 2018, the completion of new facilities and the expansion of programs offered at CCCC has <br /> significantly increased traffic on and thru campus, which increases the safety risk to growing pedestrian traffic <br /> as students frequently cross over Kelly Drive to access classrooms and parking; and, <br /> WHEREAS, CCCC plans additional facility expansions with the Large Animal Vet Tech Facility construction <br /> starting later in 2019 and proposed projects for a new Library and Lee Early College classrooms that will <br /> further exacerbate growing safety concerns related to increased vehicular and pedestrian traffic on and thru <br /> campus; and, <br /> WHEREAS, design and development plans for approved and prospective campus expansion projects may <br /> include funding support for the Kelly Drive realignment project; and, <br /> WHEREAS, the Board strongly believes the realignment of Kelly Drive to bypass the CCCC campus is <br /> essential to preserve the safety of CCCC students and faculty, as well as the safety of drivers in Lee County <br /> that use Kelly Drive. <br /> NOW, THEREFORE BE IT RESOLVED, that the Lee County Board of Commissioners requests that the <br /> NCDOT allocate Ji <br /> funding as soon as possible to support the realignment of Kelly Drive in Lee County. <br /> Adopted this �� day of ' • <br /> ' £31 k4t, A n 1 I\ <br /> f S !+ ALL--L. <br />
