C 189 <br />MINUTES OF THE MEETING <br />OF THE <br />LEE COUNTY BOARD OF COMMISSIONERS <br />IN ITS CAPACITY AS THE GOVERNING BODY <br />OF THE <br />LEE COUNTY WATER AND SEWER DISTRICT NO. I <br />SEPTEMBER 23, 2004 <br />A meeting of the governing body of the Lee County Water and Sewer District No. <br />1 was held in the Commissioners' Room, Lee County Government Center, 106 Hillerest <br />Drive, Sanford, North Carolina, on said date. Commissioners present were W. Chad <br />Adams, Herbert A. Hincks, Jerry M. Lemmond, Bertha L. Matthews, Nathan E. Paschal, <br />Robert T. Reives, and Amy L. Stevens. <br />J Chairman Hincks presided and Clerk to the Board Gaynell M. Lee acted as <br />Secretary of the meeting. <br />Commissioner Matthews moved to approve the agenda as printed. Upon a vote, <br />the results were as follows: <br />Aye: Adams, Hincks, Lemmond, Matthews, Paschal, Reives, and Stevens <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Commissioner Lemniond moved to approve the consent agenda as printed, which <br />consisted of the following items: <br />• Minutes from the August 23, 2004, regular meeting <br />• Minutes from the July 21, 2004, closed session meeting <br />Upon a vote, the results were as follows: <br />Aye: Adams, Flincks, Lemmond, Matthews, Paschal, Reives, and Stevens <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Commissioner Matthews discussed with the Board a need for adding a "hardship" <br />clause to the iWandatwy I7 /-look -Up Ordinance to the County Water Lines that <br />would be re- visited every year to make sure everyone was in compliance. After much <br />discussion, County Attorney K. R. Hoyle was asked to draft for consideration a section in <br />the current ordinance to permit the placement of a second residential unit as permitted in <br />
