iiCuX �.� FaGE 19.� <br />MINUTES OF THE MEETING <br />OF THE <br />LEE COUNTY BOARD OF COMMISSIONERS <br />IN ITS CAPACITY AS THE GOVERNING BODY <br />OF THE <br />LEE COUNTY WATER AND SEWER DISTRICT NO. 1 <br />DECEMBER 15, 2004 <br />A meeting of the governing body of the Lee County Water and Sewer District No. <br />1 was held electronically (via telephone) at 9:00 a.m. in the County Manager's <br />Conference Room, Room 100, Lee County Government Center, 106 Hillcrest Drive, <br />Sanford, North Carolina, on said date. Commissioners present were Herbert A. Hincks, <br />Jerry M. Lemmond, Nathan E. Paschal, and Robert T. Reives. Commissioners W. Chad <br />Adams, Robert H. Brown, and Amy L. Stevens participated via telephone. <br />Chairman Hincks presided and Clerk to the Board Gaynell M. Lee acted as <br />Secretary of the meeting. <br />Commissioner Paschal moved to approve the agenda as printed. Upon a vote, the <br />results were as follows: <br />Ave: Adams, Brown, Hincks, Lemmond, Paschal, Reives, and Stevens <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered an Interlocal Water Agreement between the City of <br />Sanford and the County of Lee for the purchase of the County water system. After some <br />discussion, Chairman Hincks moved to approve the Interlocal Agreement for the <br />Consolidation of Certain Public Water Systems ivithin Lee County, a copy of which is <br />attached to these minutes and by this reference made a part hereof. Upon a vote, the <br />results were as follows: <br />Aye: Adams, Brown, Hincks, Paschal, and Reives <br />Nay: Lemmond and Stevens <br />The Chairman ruled the motion had been adopted by a five to two vote. <br />The Board considered bids for a water extension project at the Northwest Pocket <br />Volunteer Fire Department. Public Works Director Kenny Cote supplied a memo stating <br />that the following bids had been received for the project: <br />
