MINUTES OF THE MEETING <br />OP THE <br />LEE COUNTY BOARD OF COMMISSIONERS <br />IN IT'S CAPACITY AS THE GOVERNING BODY <br />OF THE <br />LEE COUNTY WATER AND SEWER DISTRICT NO. I <br />APRIL 7, 2003 <br />A meeting of the governing body of the Lee County Water and Sewer District No. I <br />was held in the Commissioners' Room, Lee County Government Center, 106 Hillcrest <br />J Drive, Sanford, North Carolina, on said date. Commissioners present were W. Chad <br />Adams, Herbert A. Hincks, Jerry M. Lemmond, Bertha L. Matthews, Nathan E. Paschal, <br />Robert T. Reives, and Amy L. Stevens. <br />Chairman Hincks presided and Clerk to the Board Gaynell M. Lee acted as <br />Secretary of the meeting. <br />Commissioner Matthews moved to approve the agenda as printed. Upon a vote, the <br />results were as follows: <br />Aye: Adams, Hincks, Lemmond, Matthews, Paschal, Reives, and Stevens <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Commissioner Adams moved to approve the consent agenda as printed, which <br />consisted of the following item: <br />• Minutes of the March 17, 2003 meeting <br />Upon a vote, the results were as follows: <br />Aye: Adams, Hincks, Lemmond, Matthews, Paschal, Reives, and Stevens <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The board considered the development of Phase III of the Lee County Water and <br />Sewer District No. 1. Public Works Director Kenny Cole told the board that Rural <br />Development had additional loan money available in the amount of $803,000 to install <br />approximately twelve (12) miles for the last phase of the water project (Phase III). Rural <br />Development Director Jackie McLamb discussed the Letter of Condition and Obligation <br />Documents required to proceed with the project. After some discussion, Commissioner <br />
