CAA -
MINUTES OF THE REGULAR MEETING OF THE BOARD OF COUNTY
COMMISSIONERS OF LEE COUNTY
May 6, 1957
The Board of County Commissioners of Lee County met in regular monthly
session at the Courthouse in the Commissioner's Room on Monday, May 4,
1957 at 10;00 o'clock A. M. with the following members of the Board present
for dispatch of business;
Commissioners Percy Measamer, Sion H. Kelly, Evander C. Winstead
and Clyde J. Atkins.
Chairman Percy Measamer presided and the following business was
transacted;
The meeting was opened with prayer by Dr. W. B. O'Neal, Pastor of the
First Congregational Christian Church of Sanford.
Minutes of the Regular Meeting of April 1, 1957, minutes of the Special
Meeting of April 15, 1957 and minutes of Special Meeting of April 25, 1957
were read and approved.
Mr. Tom Rollins discussed with the Board a bill to regulate operation of
motor boats and other crafts on the waters of Cape Fear River, Deep River
and Haw River in Lee and Chatham County. Heointed out that the use of
boats and other water crafts on these rivers ' e increased and he felt that
it was necessary that some legislation be enacted to regulat the use of motor
boats on these waters.
On motion of Commissioner Winstead, seconded by Commissioner Kelly,
the bill proposed by Mr. Rollins was unanimously adopted and approved on
the condition that the Board of Commissioners of Chatham County also
approve the same and authorize its representative in the legislature to
support such legislation.
Miss Monica Brown, County Home Demonstration Agen, made monthly
report of the •activities of her office.
K. S. Harmon, County Farm Agent, made monthly report of the activities
of his office for the months of March and April, 1957.
Sheriff D. F. Holder made a report of the activities of the Sheriff's
Department for the Month of April, 1957.
Chairman Measamer presented to the Board letter received from the Lee
County Ministerial Association, which letter contained the text of a resolution
by,said Association opposing the sale of Alcoholic Beverages and the
possession of the same in the City of Sanford and Lee County. This lbtter and
the resolution contained therein were discussed at length and upon the
suggestion of Commissioner Atkins, the Clerk was instructed to write the
Ministerial Association that the action taken by the Board in authorizing the
introduction of a bill in the legislature providing for the calling of an ABC vote
in Lee County was warranted because the Board had received petitions
containing the signature of more than 15% of the Registered voters of Lee
County and that on the basis of such petition it would be the duty of the Board
of Elections to call a special election to submit the question of whether
Alcoholic Beverage Control Stores should be operated in Lee County; that
if such special election was called it would, under State wide law, be
manditory that said election be called without any restrictions and that it was'
the duty of the Board to restrict the calling of such election and to provide
for the allocation of/any funds received if and when ABC Stores should be
operated in Lee County.
