BOOK 7 PACE 330 <br />MINUTES OF REGULAR MEETING <br />OF <br />BOARD OF COMMISSIONERS <br />FOR <br />LEE COUNTY, NORTH CAROLINA <br />%k=k#*#~&#*# nor ~'r="rm="rm~'R ~'r yFm=rm%rmm=r#vF rX:yr-"r~"r ~k~$~"r#~k#%k~#~k ~k##&~~'FM=k=km~r yr ~"rmvr-"r ~X ~'R ~i %k##~k ~K #=K =K <br />MARCH 3, 1969 <br />The regular meeting of the Board of Commissioners for the County of Lee, <br />North Carolina convened in the Commissioners Room at the county office building <br />at 10:00 o'clock A. M. on Monday, March 3, 1969. Those present were Commissioners <br />William B. Joyce, A. E.. White, Franklin D. Wicker and Gordon A.. Wicker. <br />Chairman John E.. Dotterer was absent due to illness. <br />. Vice Chairman Franklin D.. Wicker presided and the following business was <br />transacted: <br />The meeting was opened by prayer given by Reverend George McDowell, <br />Pastor of the Jonesboro Heights Baptist Church. <br />Mr. J. Fletcher Rosser and Mr. Hubert Waddell of the Lee County Good <br />Neighbor Council appeared before the Board and discussed that organizations request <br />for a full time director and secretary. Vice Chairman Franklin D. Wicker appointed <br />Commissioners Joyce and Gordon A. Wicker to confer with the Mayor and City <br />Manager of the City of Sanford, about the establishment of such an office. Vice <br />Chairman Wicker expressed the appreciation of the Board to Mr. Rosser and Mr. <br />Waddell for their services as members of the Good Neighbor Council. <br />Mr. L. L. Beckham, Director of the Sanford-Lee County Civil Defense Agency <br />appeared before the Board and presented a copy of that Agency's plan for emergency <br />action in a disaster situation. Mr. Beckham reviewed with the Board the provisions <br />of Public Law 90-351 which provides for planning grants for law enforcement <br />assistance. No action was taken at this time. <br />Mr. Robert Harris, City Manager of the City of Sanford, appeared before the <br />Board and requested that the Board give consideration to increase the assessment <br />ratio because all municipal governments faced an increase in costs which would <br />necessitate a tax increase. Mr. Harris also discussed a proposed change in the <br />discounts and penalities for the payment and prepayment of taxes. After discussion, <br />Commissioner White moved that the Board request the representatives in the General <br />Assembly to obtain a modification in our present law to set the discounts as follows: <br />1 July - 31 July - 2%; 1 August - 31 August - 1-1/270; 1 September - 30 September - 170; <br />and 1 October 31January - par; and that there be no change in the penalities presently <br />prescribed. Commissioner Joyce seconded the motion and upon a vote, it was <br />unanimously adopted. <br />Commissioner Gordon A. Wicker moved the adoption of the following resolution: <br />BE IT RESOLVED by the Board of Commissioners for Lee County <br />that it select and adopt sixty-five (657.) per cent of the amount at which <br />property has been appraised as the value to be used in taxing property. <br />Commissioner A. E. White seconded the motion and upon a vote it was <br />unanimously adopted. <br />
