BOON 7 PAOE402 <br />MINUTES OF THE ADJOURNED REGULAR <br />MEETING OF THE BOARD OF COMMISSIONERS <br />FOR LEE COUNTY, NORTH CAROLINA <br />Monday, January 19th, 1970 <br />The adjourned regular meeting of the Board of Commissioners <br />of Lee County, convened in the Commissioners' Room of the County Office <br />Building at the corner of Steele and Wicker Streets in the City of Sanford, at <br />10 o'clock a. m. on Monday, January 19, 1970, the same being the time, date <br />and place specified in the motion of adjournment. Those present were: Chairman <br />John E. Dotterer and Commissioners A. E. White, Perry White, Franklin D. <br />Wicker and Gordon A. Wicker. <br />Chairman John E. Dotterer presided and the following business <br />was transacted: <br />Mr. Robert W. Upchurch and Mr. Lester Downey, Community <br />Planners, with the Department of Local Affairs, appeared before the Board and <br />explained and discussed the Housing Element of the Comprehensive Planning <br />Program, developed by them and the Lee County Planning Board, under the <br />Comprehensive Planning Program conducted with the assistance of the Federal <br />Government. <br />Following the presentation with respect to the Housing Element, <br />Mr. Ralph Lassen, Mr. Benjamin Franklin and Mr. Frank Emory, appeared <br />before the Board and discussed the various programs of public housing which <br />were available to Lee County. <br />Following an extended discussion between the Commissioners <br />and each group, Commissioner Gordon A. Wicker'moved to table consideration <br />of the endorsement of the Housing Element Plan of`the Comprehensive Plan and <br />to table consideration of Public Housing by the County. There was no second to <br />the motion and the Chair ruled that the motion died for lack of a second. <br />Commissioner Perry White moved to table consideration of <br />endorsement of the Housing Element of the Comprehensive Plan. There was no <br />second and the Chair ruled that the motion died for lack of a second. <br />Commissioner Franklin D. Wicker moved to table consideration <br />of Public Housing. There was no second and the Chair ruled that the motion died <br />for lack of a second. <br />Commissioner A. E. White moved that the Board defer consideration <br />of both endorsements of the Housing Element of the Comprehensive Plan and <br />consideration of the Public Housing until the next regular meeting of the Board. <br />Commissioner Perry White seconded the motion and upon a vote, <br />it was adopted by a majority vote. <br />
