BOON 7 PAOE402 MINUTES OF THE ADJOURNED REGULAR MEETING OF THE BOARD OF COMMISSIONERS FOR LEE COUNTY, NORTH CAROLINA Monday, January 19th, 1970 The adjourned regular meeting of the Board of Commissioners of Lee County, convened in the Commissioners' Room of the County Office Building at the corner of Steele and Wicker Streets in the City of Sanford, at 10 o'clock a. m. on Monday, January 19, 1970, the same being the time, date and place specified in the motion of adjournment. Those present were: Chairman John E. Dotterer and Commissioners A. E. White, Perry White, Franklin D. Wicker and Gordon A. Wicker. Chairman John E. Dotterer presided and the following business was transacted: Mr. Robert W. Upchurch and Mr. Lester Downey, Community Planners, with the Department of Local Affairs, appeared before the Board and explained and discussed the Housing Element of the Comprehensive Planning Program, developed by them and the Lee County Planning Board, under the Comprehensive Planning Program conducted with the assistance of the Federal Government. Following the presentation with respect to the Housing Element, Mr. Ralph Lassen, Mr. Benjamin Franklin and Mr. Frank Emory, appeared before the Board and discussed the various programs of public housing which were available to Lee County. Following an extended discussion between the Commissioners and each group, Commissioner Gordon A. Wicker'moved to table consideration of the endorsement of the Housing Element Plan of`the Comprehensive Plan and to table consideration of Public Housing by the County. There was no second to the motion and the Chair ruled that the motion died for lack of a second. Commissioner Perry White moved to table consideration of endorsement of the Housing Element of the Comprehensive Plan. There was no second and the Chair ruled that the motion died for lack of a second. Commissioner Franklin D. Wicker moved to table consideration of Public Housing. There was no second and the Chair ruled that the motion died for lack of a second. Commissioner A. E. White moved that the Board defer consideration of both endorsements of the Housing Element of the Comprehensive Plan and consideration of the Public Housing until the next regular meeting of the Board. Commissioner Perry White seconded the motion and upon a vote, it was adopted by a majority vote.
