606K 7 PACE 420 MINUTES OF THE REGULAR MEETING OF THE BOARD OF COMMISSIONERS FOR LEE COUNTY, NORTH CAROLINA APRIL 6TH, 1970 The regular meeting of the Board of Commissioners for Lee County, North Carolina, met in the Commissioner's room of the County Office Building at the corner of Steele and Wicker Streets in the City of Sanford, at 10:00 o'clock a, m., on Monday, April 6, 1970, the same being the hour, date and place duly established for the holding of such meeting. The Chairman called the meeting to order and on roll call, the following answered present: Perry White, Franklin D. Wicker, GordonA. Wicker and John E. Dotterer. The Chairman declared a quorum present and the meeting open for the transaction of business. Chairman John E. Dotterer presidedand the following business was transacted: The minutes of the adjourned regular meeting of the Board held on March 16th, 1970, were approved and ordered recorded. The monthly bills as tabulated by the County Accountant, were presented to the Board and reviewed. Upon motion of Commissioner Gordon A. Wicker, seconded by Commissioner Perry White, and unanimously adopted, upon a vote, it was RESOLVED to pay the bills as rendered. Dr. O. D. Garvin, District Health Director, appeared before the Board and presented the request for funds for the coming fiscal year. Dr. Garvin also asked the Commissioners to have the Superintendent of Buildings and Grounds to check out the drainage around the Health Department Building. Commissioner Perry White reported to the Board on the stsdus of the Comprehensive Health Planning Group. Commissioner White reported that State Officials advised the group there were no funds available for operation of the program at the present time. However, the State would hire a director for the area and assign him to that territory. The Planning Group has been chartered and recognized as the Comprehensive Health Planning Unit for Lee, Harnett and Sampson Counties. Commissioner White reported there would be a meeting of the Board of the Commissioners from all of these counties at Campbell College on Friday, April 10, 1970, to discuss financing the operation of the Health Planning Unit from June 1 st until September, when Federal money would be available. Miss Peggy Hussey, Acting Director and Mrs. Patsye R. Austin, Chairman, and Mrs. Harold Mackey, Member, of the Board of the Department of Social Services, appeared before the Board and presented the budget request for the fiscal year beginning July 1, 1970. Mr. O. W. Strickland, Representative of the State Board of Health, appeared before the Board with Mr. Y. M. Conder of the County Planning Board, and discussed solid waste management for Lee County. In substance, he recom= mended three small sites, to be operated as a supplement to the collection system operated by the City of Sanford.
