BOOK 7 PACE 423 <br />MINUTES OF THE ADJOURNED REGULAR <br />MEETING OF THE BOARD OF COMMISSIONERS <br />FOR LEE COUNTY, NORTH CAROLINA <br />APRIL 20TH, 1970 <br />The adjourned regular meeting of the Board of Commissioners for <br />Lee County, North Carolina, met in the Commissioner's room of the County Office <br />Building at the corner of Steele and Wicker Streets in the City of Sanford, at 10:00 <br />o'clock a. m., on Monday, April 20, 1970, the same being the hour, date and place <br />duly established for the holding of such meeting. The Chairman called the meeting <br />to order and on roll call, the following answered present: Franklin D. Wicker, <br />Gordon A. Wicker and John E. Dotterer. <br />The Chairman declared a quorum present and the meeting open for <br />the transaction of business. <br />Chairman John E. Dotterer presided and the following business was <br />transacted: <br />Reverend William T. Perkins appeared before the Board and <br />presented the Budget Request for the Ambulance Department and the Budget Request <br />for the Sanford-Lee County Rescue Squad. <br />Commissioner Perry White joined the meeting and participated in the <br />further deliberations of the Board. <br />The written report of the Agricultural Extension Service was pre- <br />sented to the Board with copies distributed to each member. <br />Mr. J. Chandler Eakes, Register of Deeds, appeared before the <br />Board and presented the Budget Request for his office. <br />The written report of Nathan Crissman, Tax Collector, was pre- <br />sented to the Board and copies distributed to each member. <br />The Quarterly report of the Veterans Service Officer was presented <br />to the Board and copies distributed to each member. <br />Mr. William C. Smith, Administrator, appeared before the Board <br />and discussed the financial needs of the Lee-Harnett Mental Health Authority. The <br />Budget Request has not yet been approved by the Authority. <br />Mr. Avron Upchurch, appeared before the Board and explained the <br />operation of the Lee County Childrens Center which is presently operated by a <br />private non-profit corporation. The Center would like to see its program brought <br />under the Mental Health Program operated by the County and supported by <br />$3, 000. 00 appropriation, but it does not care to see the program brought under <br />the Department of Social Services. The Board, upon motion made, seconded and duh <br />adopted, recessed the meeting at 11 o'clock a, m. to take up the members duties <br />as the County Board of Equalization and Review. <br />The meeting reconvened at 12:20 p. m. , with Chairman JohnE. <br />Dotterer presiding and all members present. <br />
