_ a. <br />Bov 7 PACE 469 <br />MINUTES OF THE ADJOURNED REGULAR <br />MEETING OF THE BOARD OF COMMISSIONERS <br />FOR LEE COUNTY, NORTH CAROLINA <br />Monday, September 21, 1970 <br />The adjourned regular meeting of the Board of Commissioners for <br />the County of Lee, North Carolina, convened in the Commissioner's Room of <br />the County Office Building on Monday, September 21, 1970, at 10:00 o'clock <br />A. M., in accordance with the motion of adjournment. The Chairman called <br />the meeting to order and on roll call, the following answered present: Perry <br />White, Franklin D. Wicker, Gordon A. Wicker, and JohnE. Dotterer. Comm- <br />issioner William H. Cooper was absent. Chairman John E. Dotterer presided <br />and the following business was transacted: <br />The Board having solicited bids for revaluation of the property within <br />the County, it proceeded to open the bids received, which were as follows: <br />Company <br />Bid <br />1. Carolina Appraisals . . . . . . . . . . . . . 65, 022.00 <br />After hearing the presentations of the representatives present, the <br />Board took the bids under advisement. <br />Mr. Harland Broyles and Mr. Ed Barnes from the Local Government <br />Commission,. appeared before the Board and discussed the proposed one and a half <br />million dollar bond issue for extension of utility lines. Mr. Broyles indicated the <br />County would have to reach an agreement with the City of Sanford on at least the <br />following items: <br />(1) Maintenance and installation of lines <br />(2) Supply of City water <br />(3) Charges and fees for taps and use of water <br />In addition, the County would have to give assurances to the Local <br />Government Commission, as follows: <br />(1) That the bonds would be general obligation bonds supported by <br />the tax resources of the County <br />(2) That requests for the issuance of the bonds would be made only <br />after binding legal commitments were made by users to insure that construction <br />of the lines would not be a tax burden <br />(3) The bonds would be outstanding from 10 to 20 years <br />(4) The County would make an early effort to develop a County <br />wide water system to avoid duplication of water lines. The Board instructed <br />the County Attorney to draft an agreement for consideration by the Board. <br />
