BOOK mu <br />MINUTES OF THE REGULAR MEETING OF <br />THE BOARD OF COMMISSIONERS FOR LEE COUNT <br />NORTH CAROLINA <br />November 2nd, 1970 <br />The regular meeting of the Board of Commissioners for Lee <br />County, North Carolina, met in the Commissioner's Room at the County <br />Office Building at the corner of Steele and Wicker Streets in the City of <br />Sanford, at 10:00 o'clock a. m., on Monday, November 2nd, 1970, the <br />same being the hour, date, and place duly established for the holding of <br />such meeting. The Chairman called the meeting to order and on roll call, <br />the following answered present: William H.. Cooper, Perry White, Franklin <br />D. Wicker, Gordon A. Wicker-and John E. Dotterer. <br />The Chairman declared everyone present and the meeting open for <br />the transaction of business. <br />Chairman John E. Dotterer presided and the following business was <br />transacted: <br />The minutes of the adjourned regular meeting of the Board of Comm- <br />issioners held on October 19th, 1970, were approved and ordered recorded. <br />Mr. L. L. Beckham, Director of Civil Defense, appeared before the <br />Board and stated that the use of the New Hope School building by the Youth <br />Development Commission will require him to remove his emergency hospital <br />supplies. Upon motion made, seconded and duly adopted, it was RESOLVED to <br />request the Board of Directors of the Lee County Hospital to make space avail- <br />able in the old Sanford Surgical Clinic building which is owned by the County and <br />currently being used by the Hospital authorities. <br />Mr. L. L. Beckham, Director of Civil Defense, appeared before the <br />Board and gave a report on the contemplated structure of the Triangle Commission <br />on criminal justice and the appointments which would be made by the County and <br />other authorities.' <br />The Board proceeded to open bids received for the purchase of a police <br />type vehicle. Three responses had been received, two of which contained bids. <br />Wilkinson-Cadillac Oldsmobile replied to the invitation to bid but stated due to the <br />General Motors strike they did not have any vehicles at the present time. Lee <br />Motor Company had the high bid of $4, 057. 00 and Womble Chevrolet had the low <br />bid of $3,283.00. After discussion about the bids received and the needs for the <br />automobile by the Sheriff, it was, upon emotion of Commissioner Franklin D. <br />Wicker, duly seconded and unanimously adopted, RESOLVED to reject all bids <br />and to make no purchase at the present time. <br />Mr. Nathan Crissman, Tax Collector, appeared before the Board and <br />gave a report on his collections for the preceding month. Mr. Nathan Crissman, <br />Tax Collector, appeared before the Board and made recommendations about the <br />changes in the discounts and penalties and the date for the advertising for the sale <br />of tax liens. Upon motion of Commissioner Franklin D. Wicker, seconded by <br />Commissioner Perry White and unanimously adopted, it was RESOLVED to <br />instruct the County Attorney to prepare a bill for submission to the County's <br />representatives in the General Assembly, which would provide for a penalty <br />
