BOOK 7 PACE 504 <br />MINUTES OF THE ADJOURNED REGULAR MEETING OF <br />THE BOARD OF COMMISSIONERS FOR <br />LEE COUNTY, NORTH CAROLINA <br />MONDAY, JANUARY 18, 1971 <br />The adjourned regular meeting of the Board of Commissioners <br />for the County of Lee, State of North Carolina, met in the Commissioners <br />Room at the County Office Building at the corner of Steele and Wicker <br />Streets in the City of Sanford, at 9:30 o'clock A.M. on Monday, January <br />18, 1971, the same being the time, date and place set for the holding <br />of such meeting in the motion for adjournment. The Chairman called <br />the meeting to order and on roll call, the following answered present: <br />William H. Cooper, J. Eugene Rogers, Perry White, Gordon A. Wicker, <br />and Chairman, Franklin D. Wicker. The Chairman declared everyone <br />present and the meeting open for the transaction of business. <br />Chairman Franklin D. Wicker presided and the following business <br />was transacted: <br />Mrs. R. B. Guthrie appeared before the Board and requested the <br />Board to consider the establishment of a housing authority either jointly <br />with the City of Sanford or separately. Mrs. Guthrie also requested <br />the Board to adopt the residential building code and to call a public <br />hearing to determine the need for both the residential building code and <br />a housing authority. <br />Mr. John D. Fegram appeared before the Board and reported the <br />Commission on Socials Concerns of the Jonesboro Heights United Methodist <br />Church approved of and endorsed Mrs. Guthrie's requests. <br />Mr. Garland W. Beale, Jr., appeared before the Board on behalf of <br />the Board of Commissioners for the Town of Broadway and requested that <br />provision be made in the law and order program application for two <br />additional deputy sheriffs to be stationed,in the Broadway Cape Fear <br />Township area. Commissioner Beale stated this request was made after <br />consultation with and approval of Mr. James Durham, the Director of the <br />Triangle Region Law and Order Committee. <br />Mr. Jon Burnell, Principal of Jonesboro Middle School, appeared <br />before the Board in support of Mrs. Guthrie's position on housing. <br />Mrs. Sarah 0. Lawrence was recognized by the Chairman but she <br />stated she just wished to observe during the discussion on housing. <br />Mr. H. 0. Cole appeared before the Board and discussed land <br />fill operations. Mr. Cole stated he had experience in such operations, <br />owned land which was suitable for such purpose and was willing to <br />work without pay to assist the County. The Board thanked Mr. Cole for <br />his offer and interest in the problem. <br />The Board discussed generally the problem of garbage collection <br />and Chairman Wicker reported that Mr. Strickland was revising the <br />original plan presented to the Board and when completed, it would be <br />submitted to them for consideration. <br />Mr. Kenneth Brinson, Superintendent of the Sanford City Schools <br />appeared before the Board and was accompanied by Chairman J. Ai Ingram, <br />Mr. Mack Auman and Assistant Superintendent J. L. Seaman. Mr. Brinson <br />requested $32,633.00 in additional funds for this year's operations of <br />the City Administrative unit.
