„ BOOK ?Acf 536 <br />MINUTES OF A REGULAR MEETING OF THE <br />BOARD OF COMMISSIONERS TOR THE COUNTY <br />OF LEE, NORTH CAROLINA <br />Monday, May 3, 1971 <br />The regular meeting of the Board of Commissioners for the <br />County of Lee convened in the Commissioners` room of the County Office <br />Building at 9:30 o'clock A. M. on Monday, May 3, 1971, the same being the <br />time, date and place duly specified for the holding of said meeting. Those <br />present were: Commissioners William H.' Cooper, J. Eugene Rogers, Perry <br />White, Gordon A. Wicker and Franklin D. Wicker.,. Chairman Franklin D. <br />Wicker declared a quorum present and the meeting; open for the transaction of <br />business. <br />Chairman Franklin D. Wicker presided and the following <br />business was transacted: <br />Mr. Hal Siler, Director of the Sanford Chamber of Commerce <br />appeared before the Board and exhibited a brochure which may be used to <br />furnish informatiou about. Lee County and to be sent in response to inquiries. <br />Upon motion of Commissioner Gordon A. Wicker, it was resolved to appropriate <br />the sum of $96.00 from the Emergency and Contingency fund for the purpose <br />of having a quantity of the brochures published for use in advertising the <br />county. Commissioner J. Eugene Rogers seconded the motion, and it was <br />unanimously adopted on a roll call vote. Messrs. Cooper, Rogers, White, <br />G. Wicker and F.. Wicker voted for it and no one voted against it. <br />Mr. John Howard and Dr. James Hulin appeared before the <br />Board and gave a report on the county's activities in Comprehensive Health <br />Planning. These gentlemen reported our activities in connection with Harnett <br />and Sampson Counties will not be funded under a Federal grant since the <br />Federal programs will recognize only those regional programs established in <br />accordance with the government's Executive Order. It appears that future <br />activities will have to be coordinated with. the Region J Council and will require <br />a $3,000 appropriation for the coming year. The Commissioners authorized and <br />directed that a letter of resignation be sent to the Mid-Central Comprehensive <br />Health Planning Council (Region M) and designated Mr. Howard, Dr. Hulin and <br />Commissioner Perry White to visit the Region J Health Planning Council to <br />study whether Lee County should affiliate with that region. <br />Mr. Douglas Wilkinson and Mr. Bob Brickhouse on the Board of <br />Trustees of the Central Carolina Technical Institute and President Jeff Hockaday <br />of that institution appeared before the Board and presented its budget request <br />for the coming fiscal year. <br />Dr. Ben T. Brooks, Superintendent of the Lee County Board of <br />Education appeared before the Board and presented the annual budget request <br />for.the said administrative unit. <br />Mr. Harry Lee Wicker, Director of Social Services, appeared <br />before the Board and reviewed the budget estimate previously submitted to the <br />State Board of Social Services. In accordance with recommendations of the State <br />Board, the budget estimate for Aid to Dependent Children was increased to <br />
