BOOK 7 PA 6V MINUTES OF THE ADJOURNED REGULAR MEETING OF THE BOARD OF COMMISSIONERS FOR LEE COUNTY, NORTH CAROLINA August 16, 1971 The adjourned regular meeting of the Board of Commissioners for Lee County, North Carolina, convened on Monday, August 16, 1971, in the Commissioners' Room of the County Office Building, at the corner of Steele and Wicker Streets in the City of Sanford, the same being the time, date and place specified in the motion of adjournment. Those present were Commissioners William H. Cooper, J. Eugene Rogers, Perry White, Gordon A. Wicker and Franklin D. Wicker. The Chairman declared a quorum present. Chairman Franklin D. Wicker presided and the following business was transacted: The County Attorney gave a report on negotiations for sewer and water line rights of way. Mr. W. T. Proctor, County Supervisor, Farm Home Administration, appeared before the Board and discussed the County's application for a grant and loan to install a solid waste disposal and operate a sanitary land fill. Mr. Proctor delivered to the Board a letter which establishes the condition under which the grant and loan could be made. A copy of said letter is attached to these minutes and by this reference made a part hereof. Mr. Proctornext pre- sented to the Board the following documents, all of which were considered and read and copies of which are attached to these minutes and by this reference made a part hereof, namely: Form FHA 400-1 (REV. 2-17-71), entitled "Equal Opportunity Agreement;` Form FHA 400-4 (12-29-64), entitled "Non-Discrimination Agreement"; Form FHA 442-47 (REV. 2-17-71), entitled "Loan Agreement"; Form FHA 442-46 (7-22-68), entitled "Letter of Intent to Meet Conditions"; Form FHA 440-1 (REV. 6-30-70) entitled "Payment Authorization", with respect to a loan of $50, 000; Form FHA 440-1 (REV. 6-30-70), entitled "Payment Authorization", with respect to a Grant of $23, 000; Form FHA 442-7 (REV. 12-1-67), entitled "Operating Budget"; Form FHA 442-31 (REV. 9-15-70), entitled "Grant Agreement"; Each agreement form was considered and discussed. Commissioner Perry White moved that the Chairman and Clerk be authorized and directed to execute and deliver each of said forms for and on behalf of the County. Commissioner Gordon A. Wicker seconded the motion and upon a vote it was unanimously adopted. The Chairman and Clerk then proceeded to execute the forms and deliver them to Mr. W. T. Proctor, County Supervisor, Farm Home Administration. There was a discussion about the County Commissioners' Convention and a review of the programs and panels conducted there.
