MINUTES OF THE REGULAR MEETING OF THE <br />BOARD OF COMMISSIONERS FOR THE-COUNTY <br />OF LEE NORTH CAROLINA <br />Monday, November 15th, 1971 <br />.The regular meeting of the Board of Commissioners for Lee <br />County, North Carolina, convened on Monday, November 15th, 1971, in <br />the Commissioners' Room of the County Office Building.at the corner of Steele <br />Street and Wicker Street in the City of Sanford, North Carolina, at 9:30 o'clock <br />a.- m. , in accordance' with the resolution of adjournment. Those present were: <br />Commissioners William H. Cooper, J.. Eugene Rogers , Perry White, Gordon <br />A. Wicker and Franklin D. Wicker. The Chairman delcared a quorum present. <br />Chairman Franklin D. Wicker presided and the following business <br />was transacted: <br />The Commissioners had a discussion with Mr. Billy Ray Cameron, <br />concerning Civil Defense matters and matters pertaining to the Law and Order <br />Commission. <br />Commissioner J. Eugene Rogers reminded the Commissioners they <br />were expected to participate in the Jaycee Christmas Parade 'on Friday, December <br />3rd, 1971. <br />Commissioner Perry White reported on, the conditions of the grounds <br />surrounding the Health Department building and was authorized to take steps to <br />chain off the entryway to the parking lot on weekends when the facility was closed. <br />The Chairman brought to the attention of the Board that they had <br />appropriated $3, 500 in last year's budget for the purpose of making an Airport <br />Survey, but the work had not been completed or a bill submitted during that fiscal <br />year.. Commissioner William H. Cooper moved that the Board appropriate <br />$3,500. 00 for the purpose of paying the County's portion of the Airport Survey <br />expense, said sum tobe appropriated from the Emergency and Contingency Fund, <br />and further, that the statement of John Talbott & Associates, Inc. , in 'the amount <br />of $3, 285. 00, be approved for payment.'. Commissioner Rogers seconded the <br />motion and it was unanimously adopted upon a roll call vote with Messrs. Cooper, <br />Rogers,' White, F. Wicker and G. Wicker all voting for it: No one voted against <br />it. <br />The Chairman then reported that the special election had been held <br />on November 6th,' 1971, submitting to the people of Lee County, the levy of a special <br />recreation tax of not more than ten cents , and that the election had been conducted <br />by the Lee County Board of Elections and that the returns of said election had been <br />reported to the Board. The Chairman presented the returns showing the results <br />of the voting on the proposition and the returns were read and considered. <br />Commissioner J.. Eugene Rogers moved the adoption of the following <br />resolution: <br />WHEREAS, the Registrars and Judges of election <br />appointed to hold the special election held in the County of <br />Lee, on November 6th, 1971, have held said election and have <br />made returns snowing the' result of the, voting on the proposition <br />
