< U ih <br />MINUTES OF THE REGULAR MEETING <br />OF THE BOARD OF COUNTY COMMISSIONERS <br />FOR LEE COUNTY, NORTH CAROLINA <br />Monday, August 7th, 1972 <br />The regular meeting of the Board of Commissioners for Lee <br />County, North Carolina, convened on Monday, August 7th, 1972, in the Comm- <br />issioners' Room of the County Office Building, at the corner of Steele and Wicker <br />Streets in the City of Sanford. Those present were: Commissioners William H. <br />Cooper, J. Eugene Rogers, Gordon A. Wicker and Franklin D. Wicker. Comm- <br />issioner Perry White was absent due to having been summoned to serve on the <br />jury panel for a session of Civil Court. The County Manager Robert Harris was <br />also present. Chairman Franklin D. Wicker presided and the following business <br />was transacted. <br />.F s <br />The minutes of the adjourned regular meeting held on July 17, 1972, <br />were approved upon-motion of Gommissioner Cooper, seconded by Commissioner <br />Gordon Wicker, which motion was unanimously adopted. <br />The-monthly bills, were presented to the Board and reviewed and <br />were approved for paymeni upon motion of Commissioner Gordon A. Wicker, <br />seconded by Commissioner Cooper, which motion was unanimously adopted. <br />The County Manager, Robert Harris, reviewed the estimate for cons- <br />tructing the meeting, room for the Board of Commissioners, and the Commissioners <br />viewed the meeting room. <br />The County Manager, Robert Harris, reviewed the plans to provide <br />better ventilation for the cells in the County Jail. Commissioner Gordon A. Wicker <br />was'requested to recommend the most feasible plan for consideration by the Board <br />at its next meeting. <br />Chairman Franklin D. Wicker appointed Commissioner Gordon A. <br />Wicker, County Manager Robert Harris, Clerk of Court Sion H, Kelly, and K. R. <br />Hoyle, as a committee to work out plans for the improvement of the upstairs Court- <br />room normally used for sessions of Superior Court and also fora law library, <br />i <br />The County Manager Robert Harris presented various proposals for <br />a building at the Landfill site. The commission indicated it preferred a metal <br />building large enough to house both the crawler and the compactor truck. <br />A representative of the Carolina Power & Light Company appeared <br />and requested that they be granted an easement to run a service line to the Land- <br />fill site. Upon motion of Commissioner Cooper, seconded by Commissioner <br />Rogers, it was unanimously RESOLVED to authorize the Chairman and Clerk to <br />execute a right of way. agreement granting such an easement. <br />Commissioner Cooper moved that the City of Sanford be requested <br />to close the alley between Lee Avenue and Elm Avenue which adjoins the County's <br />jail property. Commissioner Rogers seconded the motion and upon a vote it was <br />unanimously adopted. <br />Commissioner William H. Cooper moved that the County purchase <br />the property owned by Mrs. Helen Holder on Elm Avenue adjacent to the County <br />property at the purchase price of $9, 000. 00, Messrs, Cooper, Rogers, Gordon <br />A. Wicker and Franklin D. Wicker all voted for the motion and no one voted against <br />it. <br />
