MINUTES OF THE REGULAR MEETING OF THE <br />BOARD OF COMMISSIONERS FOR LEE COUNTY <br />NORTH CAROLINA <br />:F:Ft9f1('If'X*i:i:iC:F~:I:4:F:F:F rF :F t:F ~fkk:F A':F kk~: :F k'k :Fk* <br />Tuesday, September 5, 1972 <br />The regular meeting of the Board of Commissioners for <br />Lee County, North Carolina, convened on Tuesday, September 5, <br />1972, in the Commissioners' Room of the County Office Building <br />at the corner of Steele and Wicker Streets in the City of <br />Sanford. The regular meeting date on the first Monday having <br />fallen on a legal holiday, the meeting was held on the following <br />Tuesday which was September 5, 1972 pursuant to North Carolina <br />General Statutes 153-8. Those present were, Commissioners <br />William H. Cooper, J. Eugene Rogers, Gordon A Wicker and <br />Chairman Franklin D. Wicker. Commissioner Perry White was <br />absent when the `meeting convened. <br />Chairman Franklin D. Wicker presided and the following <br />business was transacted; <br />Invocation was given by Reverend Jeff Davis, Pastor <br />of the Lemon Springs United Methodist Church. <br />Mr. Forrest Stevens, Chairman of the Lee County <br />Hospital Board of Directors, appeared before the Board and <br />presented the recommendation of his Board to fill the vacancy <br />created b_v the death of Mr. Tom Howell, and also recommendations <br />for appointees for the two four--year terms beginning January <br />1,.1973. <br />The Board then proceeded to hold a public hearing n <br />on the question of whether or not Lee County should affiliate <br />with the Joint Orange - Chatham Community Action Program. <br />Chairman Franklin D. [Nicker explained that while Lee County <br />had formerly been affiliated with the Sandhills Community Action <br />Program that due to the regional alignment it was necessary for <br />Lee County to associate itself with a community action program <br />operating in Area J and it would be necessary that Lee County <br />disassociate itself from the SOAP. No one appeared in opposition <br />to the transfer. Commissioner William H. Cooper moved the <br />adoption of the following resolution. <br />RESOLUTION: That the Board of Commissioners;.of Lee <br />County disassociate itself from the Sandhills•Community Action <br />Program and that it associate itself with the joint orange - <br />Chatham Community Action Program, Inc. in the operation of <br />community action programs and that the Chairman be authorized <br />to execute on instruments required to carry out such affiliation. <br />Commissioner J. Eugene Rogers seconded the motion <br />and upon a vote it was unanimously adopted. <br />Superintendent Kenneth Brinson and Assistant Super- <br />intendent Ernest Atkinson of the Sanford City Board of Education <br />appeared before the Board. Superintendent Brinson requested <br />that the sum of $31,468 be transferred from the Capital Outlay <br />Fund to the Current Expense Fund. Superintendent Brinson stated <br />that the funds would be used for repairing.items which legiti•.. <br />mately could be classified as Capital Outlay or as Maintenance <br />item under Current Expense but that their auditor considered <br />
