BOOK 8 PACE 128 MINUTES OF THE REGULAR MEETING OF THE BOARD OF COUNTY COMMISSIONERS FOR LEE COUNTY, NORTH CAROLINA Monday, September 18, 1972 The regular meeting of the Board of Commissioners for Lee County North Carolina, convened on Monday, September 18, 1972, in the Commissioners' Room of the County Office Building, at the corner of Steele and Wicker Streets in the City of Sanford. Those present were: Commissioners W. H. Cooper, Gordon Wicker, and Chairman Franklin D. Wicker. County Manager Robert Harris was also present. Chairman Franklin D. Wicker presided. Commissioners Perry White and J. Eugene Rogers joined the meeting after the reading and approval of the minutes. The following business was transacted. The minutes of the adjourned meeting held on September 5, 1972 were approved upon motion by Commissioner Cooper, seconded by Commissioner Gordon Wicker. Those voting aye were Commissioners Cooper, Wicker, and Chairman Wicker. Those voting nay none. Commissioner Cooper presented for the Board's consideration a road petition (SR-1323). The petition requested that .8 tenths of one mile located on SR-1323 be placed on the State Secondary Road System and improved. Those signing the petition were Messrs Dean C. Wakefield, Everett Williams, Andrew Palmer, and Ms. Catherine Woodward. Commissioner Cooper made a motion that the petition be accepted. The motion was seconded by Commissioner Gordon Wicker. Those voting in favor of the acceptance of the road petition were Commissioners Cooper, Wicker, and Chairman Wicker. Mr. W. T. Proctor, County Supervisor, Farmers Home Administration appeared before the Board to present his annual agency report which is as follows: Number 1. Rural Housing Loans Approved 72 2. Farmers Loans Approved ( OL FO EM EO) 49 3. Association or Group Type Loans/Grants Approved 1 4. FHA Credit Provided Fiscal Year 1972 (Total Lines 1, 2, and 3) 121 5. Number of Individual Borrowers in County, 6-30-72 249 6. Number of Group Type Loans in County (Number of Families Served) 162 7. Number of Families Served 411 8. Estimated amount added directly to County tax base (includes estimated amount used for equipment, purchases, and real estate improvements). 9• Outstanding Principal Indebtedness 6-30-72 Amount $1,030,100-00 171,100.00 50,000.00 Loan 23,000.00 Grant $1, 7 ,100.00 1,105,100.00 $-2777170 .00 Mr. Proctor requested that he be permitted to hire additional temporary help. He stated that he could secure the services of a temporary typist from Central Carolina Technical Institute at a cost of $6.00 per week or $312, per year. The temporary typist would work in Mr. Proctors office approximately 15 hours per week, Commissioner Gordon Wicker made a motion to allow Mr. Proctor to hire the additional help. The motion was seconded by Commissioner Cooper. There being no further discussion, the motion was carried on a roll call vote. Mr. Proctor expressed his appreciation to the Lee County Board of Commissioners for their past assistance and cooperation and in turn, the Board expressed its appreciation to Mr. Proctor for the very fine job he and his agency has done for Lee County.
