agog 8 ?AV 182 <br />0 <br />MINUTES OF THE REGULAR MEETING OF <br />THE BOARD OF COMMISSIONERS FOR LEE <br />COUNTY, NORTH CAROLINA <br />Monday, February 5th, 1973 <br />The regular meeting of the Board of Commissioners for Lee <br />County, North Carolina, convened in the Commissioners' Room on the <br />second floor of the County Office Building at the corner of Steele and <br />Wicker Streets in the City of Sanford, at 9:30 o'clock a, m. , on Monday, <br />February 5th, 1973. <br />Commissioners William H. Cooper, Hal L. Hancock, Franklin <br />D. Wicker and Gordon A. Wicker were present. Commissioner J. Eugene <br />Rogers was absent when the meeting was called to order. Chairman Gordon <br />A. Wicker presided and the following business was transacted: <br />The minutes of the Regular meeting held on January 15th and <br />the adjourned Regular meeting held on November 20th, were presented to the <br />Board, approved and ordered recorded. <br />A list of the monthly bills were distributed to the Commissioners <br />but no action was taken at this time. <br />Commissioner J. Eugene Rogers joined the meeting and participated <br />in the further deliberations of the Board. <br />Commissioner Cooper reported that a letter had been received <br />from the State Highway Commission reporting that the Harold Winstead Road <br />does not meet State standards for addition to the Secondary Road System <br />for maintenance. <br />The proposed Ordinance about operation of the Sanitary Landfill <br />was distributed and discussed by the members of the Board. It was decided to <br />amend the draft to provide for the closing hours Monday through Friday for <br />4:30 p. m. , to provide that the facility would be open from 8 until 11:30 on <br />Saturday, and violation of the Ordinance a misdemeanor. Commissioner Hancock <br />moved that the Ordinance, as amended, be adopted. Commissioner Franklin D. <br />Wicker seconded the motion and upon a vote it was unanimously adopted. <br />The Chairman announced that it was the time to consider the public <br />hearing and bond resolution. <br />The Clerk reported to the Board that the bond order entitled <br />"Bond Order authorizing the issuance of $600, 000 Technical Institute Bonds of <br />Lee County", which had been introduced on January 15, 1973, has been publish- <br />ed in The Sanford Daily Herald on January 18, 1973, with notice that the Board of <br />Commissioners would hold a public hearing thereon on February 5, 1973, at <br />10:00 o'clock A. M. <br />Franklin D. Wicker moved that the Board proceed to hold a public <br />hearing on the bond order. The motion was seconded by J. Eugene Rogers and <br />was unanimously adopted. <br />
