Commissioners Hal L. Hancock, J. Eugene Rogers, Franklin D.
Wicker, Gordon A. Wicker and William H. Cooper were present. Chairman
Gordon A. Wicker presided and the following business was transacted:
The written request of Mrs. F. W. McCracken, Jr. , for the
refund of $41. 90, for taxes paid in the years 1970, 1971 and 1972, on Lot No.
77 in McCracken Heights Subdividion, which belongs to R. P. Williams, was
presented to the Board. After discussion and upon the recommendation of the
Tax Supervisor, Commissioner J. Eugene Rogers moved that the Tax Collector
be authorized and directed to refund the sum of $41. 90 to Mrs. McCracken.
Commissioner Hal L. Hancock seconded the motion and upon a roll call vote,
Messrs. Cooper, Hancock, Rogers, F. Wicker and G. Wicker, all voted for
it and no one voted against it.
The written request of William H. Leachman, for a request of
$800. 50, due to an error in classification of timber land was presented to the
Board. It appeared that the property had been classified as timber lands when
in fact it was cut over lands and this resulted in the improper tax billing. Comm-
Hal L. Hancock moved that the Tax Collector be authorized and directed to
refund $800. 50 to William H. Leachman for the over-assessment. Commissioner
Franklin D. Wicker seconded the motion and upon a vote, Messrs. Cooper,
Hancock, Rogers, F. Wicker and G. Wicker all voted for it and no one voted
against it.
Chairman Wicker presented a letter from President J. F. Hockaday
of the Central Carolina Technical Institute in which he estimated the needs of
the Institution to be approximately $30, 000. 00 between now and the end of the cal-
endar year with respect to the improvement program to be financed from the
approved bond issue. Inquiry was made of the Local Government Commission
as to the feasibility of issuing the bonds. They directed that bids be taken for
the project before the bonds be sold.
The minutes of the regular meeting held on April 16, 1973, were
approved and ordered recorded.
Commissioner William H. Cooper called the Board's attention to
the special fuel tax regulation with respect to the operation of the equipment at
the Sanitary Landfill. No action was taken, but Commissioners Hancock and
F. Wicker were directed to consider the advisability of a separate fuel tank to
facilitate complying with the regulations.
