<br />COMMISSIONERS FOR THE ,
<br />COUNTY OF LEE, NORTH CAROLINA
<br />Monday,, 1March.l.8,,,.19.74..
<br />The regular .meeting of the Board of Commissioners for Lee County,
<br />North Carolina, convened in the Commissioners' Room_ on the second floor of
<br />the County Office Building at the corner of Steele and Wicker Streets in the City
<br />of Sanford, at' 7:00 o'clock p. 'm" , on Monday, March 18, 1974. Those present
<br />were Commissioners William H. Cooper, Hal L; Hancock, J. Eugene Rogers,,
<br />Franklin D. Wicker, and Gordon A. Wicker. None of the Commissioners was
<br />absent. The Chairman declared a quorum present and the meeting opened for
<br />the transaction of business.
<br />Chairman Gordon A. Wicker presided and the following business was
<br />transacted:

<br />. The minutes of the meeting held. on March 4, 1974, were approved
<br />upon motion,of Commissioner,Cooper, seconded by Commissioner Rogers, which
<br />motion was unanimously adopted.
<br />The bill of,Mr, Hiram H. Hoelzer, in the amount of $900. 00, to mount
<br />the mural on the wall at the Courthouse was presented to the Board. The bill was
<br />approved for payment and upon motion made, seconded and unanimously adopted,
<br />it was RESOLVED to' appropriate-the sum of $900. 00 from the unappropriated
<br />surplus in the General Fund to pay this bill.. Upon a roll call vote, Messrs.
<br />Cooper, Hancock, Rogers, F"-. Wicker and G. Wicker all voted for it and no one
<br />voted against it.
<br />Commissioner Franklin D. Wicker reported-,about a meeting about the
<br />Triangle J Council of Government concerning housing.
<br />Commissioner William H. Cooper reported about the action taken for
<br />the County ad in the Centennial edition of the Sanford Herald.
<br />Commissioner Franklin D. Wicker reported to the Board on the dis-
<br />cussion relative to health planning matters which was had at the meeting of the
<br />Region J Council of Government.
<br />The County Attorney briefly reviewed provisions of the pending bill to
<br />revise,the, School Finance Act.
<br />Mrs. "Mary Alice Holmes, Mrs. Nan Howard,, Mr. Kenneth Brinson,
<br />Superintendent and,Dr. Ben Brooks, Assistant Superintendent of the Sanford-
<br />Lee.,County'School' Board, appeared before the Board and reported that they had
<br />received $25, 800,'00 from the sale of capital items and requested that the funds
<br />be appropriated,for use by the.Board of Education. Commissioner Rogers moved
<br />that the- sum of $25 800. 00 be appropriated"as follows:
<br />Improvements $ 3, 000. 00
<br />Furniture and Fixtures $ 15, 000. 00
<br />Alterations $ 7, 800. 00
<br />Commissioner Cooper seconded the motion and after discussion, upon
<br />a roll call vote, Messrs. Cooper, Hancock, Rogers, F. Wicker and G.. Wicker
<br />all voted for the motion and no one voted, against it.
