M. on Monday, September. 16;,1974... Those. <br />present were'Commissioners'Hal L. Hancock,. J. Eugene Rogers,. <br />:Franklin D. Wicker,.and Gordon A. Wicker. Commissioner ' <br />William A. Cooper was absent.'. The Chairman declared a quorum <br />present and.the'meeting opened for. the transaction of business. <br />Chairman Gordon A. Wicker presided and the following <br />.business was transacted: <br />The minutes of .the meeting held on Tuesday, September 3d, <br />19.74 were approved upon motion of Commissioner J. Eugene Rogers, <br />seconded by Commissioner. Hal L. Hancock, which motion was duly <br />adopted. <br />.The Chairman had the.'Clerk .to read to the Board a letter <br />received from C. T.. Bowers,' Chairman of the Statewide Committee . <br />for the support and passage of the Revenue Bond Amendment. After. <br />considerable discussion, Commissioner J. Eugene Rogers moved the <br />adoption of the following resolution: <br />WHEREAS, on April'8,,1974,:.The North Carolina <br />General Assembly did ratify and enact,.by votes <br />of 103 to 4-and 39. to.3, Chapter 1222 'of .the <br />Session Laws of North Carolina, and <br />WHEREAS,: this.Act amends Chapter: V of the <br />Constitution of the State of North Carolina <br />so as to authorize the issuance of Revenue <br />Bonds to finance industrial facilities:,'.including . <br />pollution control facilities,' and <br />WHEREAS, -this act provides that .the amendment is <br />to be submitted to the qualified.voters of the State <br />on November.5,1974,.,in the form that will allow <br />a vote for or against constitutional amendment <br />to create. jobs and employment opportunities and to <br />protect the environment by.authorizing.the issuance. <br />of Revenue Bonds to finance industrial and pollution <br />control facilities.'.." and <br />
