ID 0 <br />' <br />BAryk, w <br />MINUTES OF THE REGULAR <br />MEETING OF THE BOARD OF <br />COMMISSIONERS FOR THE <br />COUNTY OF LEE. NORTH CAROLINA <br />Monday, December 2, 1974 <br />The regular meeting of the Board of Commissioners for the County <br />of Lee, convened at 9:30 a, in. on Monday, December 2,' 1974, in the <br />Commissioners' Room on the second floor of the County Office Building, 200 <br />Wicker Street, Sanford, North Carolina. Those present were: Commissioners <br />Hal L. Hancock, Gordon A. Wicker, each of whom have two years remaining on <br />their present term of office; also present were Commissioners William H. <br />Cooper, John E. Dotterer, and Franklin D. Wicker, who had been elected at the <br />last general election for four year terms. <br />The ceremonies were opened with prayer given by Reverend J. Earl <br />Adkins, Retired Presybterian Minister. <br />Upon motion of Commissioner William H. Cooper, duly seconded by <br />Commissioner Hal L. Hancock, Commissioner Gordon A. Wicker was named <br />temporary Chairman until the reorganization of the Board. <br />Sheriff D. F. Holder, who had been re-elected to a four year term <br />as Sheriff of Lee County, presented himself and qualified for his office by taking <br />the prescribed oath which was administered by Sion H. Kelly, Clerk of Superior <br />Court of Lee County. <br />Commissioners William H. Cooper, John E. Dotterer and Franklin <br />D. Wicker presented themselves and qualified for their offices as Commissioners <br />for the County of Lee by taking the prescribed oath before Clerk of Court, Sion H. <br />Kelly. ; <br />Mr.. Sion H. Kelly, the Clerk of Lee Superior Court, presided over the <br />meeting for the purpose of conducting an election for electing a Chairman for the <br />Board of County Commissioners. <br />Upon motion of Commissioner Franklin D. Wicker, which was duly <br />seconded by Commissioner Hal L. Hancock, and unanimously adopted, it was <br />reso$4ed to make nominations from the floor for the position of Chairman of the Board. <br />Commissioner John E. Dotterer nominated Commissioner Gordon A. Wicker to serve <br />as Chairman of the Board; Commissioner Hal L. Hancock seconded the motion. <br />There were no further nominations and the nominations were declared closed, and <br />Commissioner Gordon A. Wicker was declared elected as Chairman of the Board of <br />Commissioners for Lee County by acclamation. <br />Chairman Gordon A. Wicker presided over the further deliberations of the <br />Board. The Chairman declared the floor open for the position of Vice-Chairman. <br />Commissioner John E. Dotterer nominated Commissioner HaLL; Hancock to serve <br />as Vice-Chairman of the Board of Commissioners. Commissioner William H. Cooper <br />seconded the motion. There were no further nominations and on motion made, duly <br />seconded, it was unanimously resolved to elect Commissioner, Hal L. Hancock.as <br />Vice-Chairman. <br />Mrs. W. M. Turner appeared before the Board and complained that the <br />motorcycle raceway on the Jonesboro-Tramway Highway (N. C. 78) was disburbing <br />the neighborhood and constituted in her opinion a nuisance. Mrs. Turner presented <br />a petition which she stated contained 105 signatures in opposition to the continuation <br />of this enterprise. Mrs. Turner was advised that her request and complaint would be <br />
