LEE COUNTY <br />Committed Today for a Better Tomorrow <br />RESOLUTION OF SUPPORT <br />CITY & COUNTY JOINT FACILITY USE AGREEMENT <br />COMMUNITY AND ECONOMIC DEVELOPMENT FACILITY — SANFORD BUGGY FACTORY <br />WHEREAS, The City of Sanford and Lee County Intergovernmental relations committee has <br />been discussing and developing a plan for over a year that would co -locate Community and Economic <br />Development departments and agencies into one facility; and <br />WHEREAS, the intent of the co -location is to provide one-stop service to developers and <br />businesses who wish to locate or expand their businesses or developments in Sanford and Lee County; <br />and <br />WHEREAS, the newly formed "Partnership for Prosperity" is currently soliciting funds from <br />private companies to help provide operational capital for the new organization and discussing the new <br />co -location of these agencies and departments with businesses and industry and getting widespread <br />support for the concept; and <br />WHEREAS, it is the intent of the City and County to co -locate the following departments and <br />agencies to the Buggy Factory: Partnership for Prosperity (Chamber of Commerce and Economic <br />Development), Community Development, Planning, Building Inspections, Code Enforcement, <br />Downtown Sanford Inc., Strategic Services (GIS), Environmental Health and Marketing; and <br />WHEREAS, that by offering this one-stop service, the City and County will be creating a <br />competitive advantage against other communities in the highly competitive world of economic <br />development. <br />NOW, THEREFORE, BE IT RESOLVED BY THE LEE COUNTY BOARD OF <br />COMMISSIONERS, that it is the intent of the County Commissioners to enter into an interlocal <br />agreement with the City of Sanford and a third party contract with the Partnership for Prosperity to <br />lease the historic Buggy Factory from Progressive Contractors for a 10 year period commencing on <br />July 1, 2015, or as soon as the facility can be upgraded to plans and specifications approved by the <br />City and County. <br />BE IT FURTHER RESOLVED by the Commissioners that the County Manager and Attorney <br />develop the agreements with the City of Sanford and Partnership for Prosperity with the Partnership <br />paying for the square footage that they occupy and the County and City splitting the remaining leased <br />space 50/50 and also splitting all utility and operational expenses 50/50. These Lease and Operational <br />expenditures will be separate from all current interlocal agreements between the City and County and <br />both parties will agree that these expenses will not be added to the annual departmental budgets so <br />that double payment is avoided. Staff is to prepare the agreements in time to be approved by <br />Commissioners at their July 21, 2014 meeting. <br />
