Boos AE6(~ MINUTES OF THE REGULAR MEETING OF THE BOARD OF COMMISSIONERS FOR THE COUNTY OF., LEE,. NORTH CAROLINA. Monday,. March.1.5,- 1976 The regular meeting of the Board of Commissioners for'Lee County, North Carolina, convened in the Commissioners Room of the'Courity Office Building, 200 Wicker Street, Sanford, North Carolina, at 7:30 o'clock p, m., on Monday, March 15, 1976. Those.present when the meeting opened were Commissioners William H. Cooper, Hal L. Hancock, Franklin D. Wicker and Gordon A. Wicker. Commissioner John E. Dotterer was absent when the meeting opened. transacted: Chairman Gordon A. Wicker presided and the following business was Mr. Robert L. Shaw, appeared on behalf of the Sanford Chamber of Commerce and requested that the County institute an emergency phone service whereby \ all persons could call the operator and state it was an emergency and the operator would I connect them with the Sanford Police Department. Mr. Shaw said that the Police Depart- ulil ment of the City of Sanford had agreed to roan the service and notify the affected public agency upon the receipt of such a call. The matter was taken under advisement. Mr. Jim Coates appeared before the Board and requested interfund transfers to pay for a Housing' Counsellor Service. After discussion, Commissioner Franklin D. Wicker moved that the sum of $734. 00 be transferred from the line item of the Lee County Industries to the line item for-salaries and administrative expense and that the sum of $734. 00 be transferred from.the line item for the Community Develop- ment to the line item for salaries and administrative expense, all within the budget for the Social Services Department for the funding of a Housing Counseling Service. Comm- issioner Hal L„ Hancock seconded the motion and upon a roll call vote, Commissioners Cooper, Hancock, Franklin D. Wicker and Gordon A. Wicker,,_all voted for it and no one voted against it. The Board next took under consideration a request by the Sheriff's Depart- ment for LEAA funds.' During a. discussion of the resolution, Commissioner John E. Dotterer joined the meeting and participated in the further deliberations of the Board. Commissioner *Franklin D. Wicker moved the adoption of the-following resolution: WHEREAS, the Lee County Board of Commissioners herein called the "Applicant" has thoroughly considered the problem addressed in the subgrant application entitled Sheriff's Dept. One Deputy and has reviewed the project described in the application; and WHEREAS, under the terms of Public Law 90-351, as amended, the United States of America has authorized the'Law Enforcement.Assistance Administration, through the North Carolina Division of Law and Order to make federal grants to assist local governments in the improvement of'the criminal justice system. NOW THEREFORE BE IT RESOLVED BY THE LEE COUNTY BOARD OF COMMISSIONERS, IN OPEN MEETING ASSEMBLED IN THE CITY OFSANFORD, NORTH CAROLINA, THIS 15TH DAY OF MARCH, 1976, AS FOLLOWS:
