Sanford, <br />North Carolina, at 9 o'clock a.' m.,, on Monday, July 26, 1976,, same being the <br />time, date and place specified in.tfie call issued by the Chairman. <br />Commissioners William H. CooPere John E. Dotterer, ' Hal L. <br />, <br />Hancock and Gordon A. Wicker, were present. Commissioner Franklin D. <br />Wicker was absent.' <br />Chairman Gordon A.
