r <br />BOOR 8 mi 173 <br />MINUTES OF THE REGULAR MEETING OF THE <br />- BOARD,,- OF=COMMISSIONERS FOR THE COUNTY <br />OF LEE, NORTH CAROLINA <br />Monday, March 7, 1977 <br />The regular meeting of the Board of Commissioners for Lee <br />County, North Carolina, convened in the Commissioners Room on the second <br />floor of the County Office Building, 200 Wicker Street,. Sanford, North Carolina, <br />at 9:30 o'clock a. m., on Monday; March 7; 1977. Those present when the <br />meeting opened were Commissioners William H. Cooper, Clyde J.. Rhyne, and <br />Gordon A. Wicker. Commissioners John E. Dotterer"and Franklin D. Wicker <br />were absent when the meeting opened but joined the meeting during the discussion <br />on the first item of business. <br />Chairman William H. Cooper presided and the following business <br />was transacted: <br />Dr.. Lucy Rose, Associate Minister of the First Presbyterian <br />Church, gave the invocation. <br />Commissioner Clyde J. Rhyne presented a petition asking that the <br />loop road in Country Estates Subdivision be added to the state maintained secondary <br />roads system. Chairman Cooper reported a Mr. Duty had not signed the petition <br />and stated he would not sign until he was shown where the road would go on his <br />property. During the discussion of this matter, Commissioners John E. Dotterer <br />and Franklin D. Wicker joined the meeting.'; After discussion, Commissioner <br />Gordon A. Wicker moved that the petition be approved and the appropriate reso- <br />lution be adopted subject to the obtaining of Mr. Duty's signature on the petition, <br />Commissioner Clyde J. Rhyne seconded the motion and upon a vote, it was <br />unanimously adopted. <br />The monthly bills as listed by the County Finance Officer were dis- <br />tributed and discussed. Commissioner Gordon A. Wicker brought up for discussion <br />the possibility of catering the meals at the jail and it was decided to ask the Sheriff <br />"make a study as to what the costs are in feeding a prisoner under the present <br />arrangement. The Board also discussed the'suggestion made by Governor Hunt <br />of keeping some misdemeanant in.County jails. Commissioner Gordon A. Wicker <br />moved•that the bills be,approved for.payment. <br />Commissioner Dotterer seconded the motion and upon a vote, it was <br />unanimously adopted. <br />Commissioner Franklin. D. Wicker reported that he had received <br />complaints concerning the movies being shown at the drive in movie on U.. S. 421, <br />east of Sanford. Commissioner Rhyne reported he.had already discussed this matter <br />with the Assistant District Attorney. <br />, <br />Commissioner Dotterer reported that the City of Sanford had installed <br />.a sidewalk on the County property on Carthage Street near the. hospital and he <br />`moved that $619. 44'be 'appropriated from the Emergency and Contingency Fund for <br />the payment of the bill for such work,, Commissioner Clyde J. Rhyne seconded the <br />motion and upon a roll.-call-vote, Messrs. Dotterer, Rhyne, F. Wicker, G. Wicker, <br />and Cooper all voted for it and no one voted against it. <br />
