BCCR 12 _ but MINUTES OF THE REGULAR MEETING OF THE BOARD OF COMMISSIONERS FOR LEE COUNTY, NORTH CAROLINA Monday, October 3rd, 1977 The regular meeting of the Board of Commissioners for the County of Lee, convened in the Commissioners Room on the second floor of the County Office Building, 200 Wicker Street, Sanford, North Carolina, at 9:30 o'clock a.m., on Monday, October 3rd, 1977. Commissioners William H. Cooper, John E. Dotterer, Clyde J. Rhyne, Franklin D. Wicker and Gordon A. Wicker were all present.'' Chairman William H. Cooper presided and the following business was transacted: The Reverend Gilbert McDowell, Pastor of Jonesboro Baptist Church, opened the meeting with prayer. The minutes of the regular meeting held on September 19, 1977, were approved and ordered recorded upon motion of Commissioner John E. Dotterer, seconded by Commissioner Clyde J. Rhyne, which motion was unanimously adopted upon a vote. There were no petitions for either adding new roads to the State Main- tained Secondary. Road System or improvements to such roads for consideration by the Board at this meeting. Commissioner Gordon A. Wicker brought up for consid- eration the State Highway Bond Act of 1977, and advised the Board he would ask them to endorse the Act at the next meeting and would be glad to furnish any infor- mation about the bond proposal that anyone requested. The members indicated they were ready to act upon that proposition at this meeting and Commissioner Rhyne moved the adoption of the following resolution: WHEREAS, transportation services and facilities are vital to the social, environmental and economic well- being of all people and their institutions; and WHEREAS, highways are an essential element of the transportation network which serves the needs of all people; and WHEREAS, North Carolina's 75, 000 miles of state- maintained roadway have some pressing needs for construction, improvements and relocation of roads, bridges and other high- way facilities; and WHEREAS, highway construction costs are increasing while anticipated gas tax revenues, which support highway trust funds, have leveled off, NOW THEREFORE BE IT RESOLVED, that the Board of County Commissioners of Lee County joins Governor James B. Hunt, )Jr. and the North Carolina Department of Transportation in endorsing the "STATE HIGHWAY BOND ACT OF 1977", which provides for the issuance of $300, 000, 000 in highway bonds to be
