BCCR 12 <br />_ but <br />MINUTES OF THE REGULAR MEETING <br />OF <br />THE BOARD OF COMMISSIONERS <br />FOR <br />LEE COUNTY, NORTH CAROLINA <br />Monday, October 3rd, 1977 <br />The regular meeting of the Board of Commissioners for the County <br />of Lee, convened in the Commissioners Room on the second floor of the County <br />Office Building, 200 Wicker Street, Sanford, North Carolina, at 9:30 o'clock a.m., <br />on Monday, October 3rd, 1977. Commissioners William H. Cooper, John E. <br />Dotterer, Clyde J. Rhyne, Franklin D. Wicker and Gordon A. Wicker were all <br />present.'' Chairman William H. Cooper presided and the following business was <br />transacted: <br />The Reverend Gilbert McDowell, Pastor of Jonesboro Baptist Church, <br />opened the meeting with prayer. <br />The minutes of the regular meeting held on September 19, 1977, were <br />approved and ordered recorded upon motion of Commissioner John E. Dotterer, <br />seconded by Commissioner Clyde J. Rhyne, which motion was unanimously adopted <br />upon a vote. <br />There were no petitions for either adding new roads to the State Main- <br />tained Secondary. Road System or improvements to such roads for consideration by <br />the Board at this meeting. Commissioner Gordon A. Wicker brought up for consid- <br />eration the State Highway Bond Act of 1977, and advised the Board he would ask <br />them to endorse the Act at the next meeting and would be glad to furnish any infor- <br />mation about the bond proposal that anyone requested. The members indicated they <br />were ready to act upon that proposition at this meeting and Commissioner Rhyne <br />moved the adoption of the following resolution: <br />WHEREAS, transportation services and facilities <br />are vital to the social, environmental and economic well- <br />being of all people and their institutions; and <br />WHEREAS, highways are an essential element of <br />the transportation network which serves the needs of all <br />people; and <br />WHEREAS, North Carolina's 75, 000 miles of state- <br />maintained roadway have some pressing needs for construction, <br />improvements and relocation of roads, bridges and other high- <br />way facilities; and <br />WHEREAS, highway construction costs are increasing <br />while anticipated gas tax revenues, which support highway trust <br />funds, have leveled off, <br />NOW THEREFORE BE IT RESOLVED, that the Board <br />of County Commissioners of Lee County joins Governor James <br />B. Hunt, )Jr. and the North Carolina Department of Transportation <br />in endorsing the "STATE HIGHWAY BOND ACT OF 1977", which <br />provides for the issuance of $300, 000, 000 in highway bonds to be <br />
