MINUTES OF THE REGULAR MEETING <br />OF <br />THE BOARD OF COMMISSIONERS <br />FOR <br />LEE COUNTY, NORTH CAROLINA <br />Monday, November 21, 1977 <br />The regular meeting of the Board of Commissioners for the <br />County of Lee, convened in the Commissioners Room on the second floor of the <br />County Office Building, 200 Wicker Street, Sanford, North Carolina, at 7:00 <br />o'clock p, m., on Monday, November 21, 1977. Those present when the meeting <br />opened for business were Commissioners William H. Cooper, Clyde J. Rhyne, <br />and Gordon A. Wicker. Commissioners John E. Dotterer and Franklin D. Wicker <br />were absent. Chairman William H.- Cooper presided and the following business <br />was transacted: <br />The meeting was opened by prayer given by the Reverend James <br />Sample, Pastor of St. Andrews Presbyterian Church. <br />The minutes of the regular meeting held on Monday, November 7, <br />1977, were approved and ordered recorded. <br />Commissioner Clyde J. Rhyne reported on the meeting held in <br />Harnett County concerning the development of U. S. Highway No. 421. After <br />discussion, Commissioner Rhyne moved the adoption of the following resolution: <br />RESOLVED that the Board of Commissioners for <br />Lee County, North Carolina, endorse and approve the devel- <br />opment of U. S.. Highway No. 421, as a major east-west <br />thoroughfare through" Harnett County, North Carolina. <br />Commissioner Gordon A. Wicker seconded the motion and upon a <br />vote, it was unanimously adopted. <br />Chairman Cooper reported that Commissioner John E. Dotterer was <br />still recuperating from surgery and from all reports was doing nicely. He also <br />reported that Commissioner Franklin D. Wicker's infant daughter was ill and had <br />delayed him from getting to the meeting. He also reported that Mr. Lacy Hilliard, <br />a County employee, was doing fine after his surgery. <br />Mr. Elwin Buchanan, Grants Director, appeared before the Board <br />and requested that $1, 968. 90 be transferred to the Community'Development Block <br />Grants Administration Budget to reimburse it for $1, 300. 00 for transportation and <br />allocation of car costs and $588. 90 for salary and fringe benefit costs in keeping <br />with the audit of the Community Development Block Grant Program. Commissioner <br />Clyde J. Rhyne moved that the sum of $1, 968. 90 be appropriated from the <br />Unappropriated Surplus in the General Fund to the Community Development Fund <br />for the Grants Administration line item in keeping with the request of the program <br />director. Commissioner Gordon A. Wicker seconded the motion and upon a roll <br />call vote, Messrs. Rhyne, Wicker, and Cooper all voted for it and no one voted <br />against it. <br />6 <br />
