WK ~ cE 40 <br />MINUTES OF THE REGULAR MEETING <br />OF <br />THE BOARD OVCOMMISSIONERS <br />FOR <br />LEE COUNTY, NORTH? CAROLINA <br />Monday, January 16, 1978 <br />The regular meeting of the Board of Commissioners for the <br />County of Lee, convened in the Commissioners Room of the second floor of the <br />County Office Building, 200 Wicker Street, Sanford, North Carolina, on Monday, <br />January 16, 1978, at 7:00 o'clock p, m. Those present were Commissioners <br />John E. Dotterer, Clyde J. Rhyne, Franklin D. Wicker, Gordon A. Wicker and <br />William H. Cooper. <br />Chairman William H. Cooper presided and the following business <br />was transacted: , <br />Reverend Worth N. Watts, Pastor of the Jonesboro Presbyterian <br />Church, gave the invocation. <br />The minutes of the regular meeting held on January 3, 1978; were <br />approved upon motion of Commissioner John E. Dotterer, seconded by Commiss- <br />ioner Clyde J. Rhyne, which motion was unanimously adopted upon a vote. <br />Commissioner Gordon A. Wicker reported that he had not received <br />any road petitions but had received a complaint on dumping on the firetower road. <br />The Chairman recognized Commissioner Clyde J. Rhyne to discuss the roads at <br />the San-Lee Recreational and Educational Park. Commissioner Rhyne reviewed <br />the proposed roads and the estimated costs. Commissioner Rhyne moved that the <br />County proceed with having the Department of Transportation pave the road leading <br />to the Multi-Purpose Building and to charge the costs of same against the Secondary <br />Road System Fund. Commissioner John E. Dotterer seconded the motion and <br />upon a roll call vote, Commissioner Dotterer, Rhyne, Franklin D. Wicker, Gordon <br />A. Wicker and William H. Cooper all voted for it and no one voted against it. <br />The Chairman recognized Commissioner John E. Dotterer who <br />reported on behalf of the Personnel Committee with respect to minimum wage <br />requirements for 17 County employees. Commissioner Dotterer moved that all <br />County employees including CETA workers who received less than the minimum <br />wage be raised to the minimum wage level retroactive to January 1, 1978. Comm- <br />issioner Franklin D. Wicker seconded the motion and upon a roll call vote, Comm- <br />issioners Dotterer, Rhyne, Franklin D. Wicker, Gordon A. Wicker, and Cooper <br />voted for it and no one voted against it. <br />Commissioner Dotterer also reported on behalf of the Personnel <br />Committee that hospitalization rates were increasing by as much as 607o, The <br />recommendation of the Personnel Committee was that the County pay the increase <br />in the hospitalization rates. After discussion, Commissioner Dotterer moved that <br />the County pay the increase in hospitalization rates for the County employees for the <br />rest of this fiscal year and that when bids were taken for the County insurance <br />program that bids be received for the health insurance coverage for the County <br />employees. Commissioner Clyde J. Rhyne seconded the motion and upon a vote <br />it was unanimously adopted. <br />
