WK ~ cE 40 MINUTES OF THE REGULAR MEETING OF THE BOARD OVCOMMISSIONERS FOR LEE COUNTY, NORTH? CAROLINA Monday, January 16, 1978 The regular meeting of the Board of Commissioners for the County of Lee, convened in the Commissioners Room of the second floor of the County Office Building, 200 Wicker Street, Sanford, North Carolina, on Monday, January 16, 1978, at 7:00 o'clock p, m. Those present were Commissioners John E. Dotterer, Clyde J. Rhyne, Franklin D. Wicker, Gordon A. Wicker and William H. Cooper. Chairman William H. Cooper presided and the following business was transacted: , Reverend Worth N. Watts, Pastor of the Jonesboro Presbyterian Church, gave the invocation. The minutes of the regular meeting held on January 3, 1978; were approved upon motion of Commissioner John E. Dotterer, seconded by Commiss- ioner Clyde J. Rhyne, which motion was unanimously adopted upon a vote. Commissioner Gordon A. Wicker reported that he had not received any road petitions but had received a complaint on dumping on the firetower road. The Chairman recognized Commissioner Clyde J. Rhyne to discuss the roads at the San-Lee Recreational and Educational Park. Commissioner Rhyne reviewed the proposed roads and the estimated costs. Commissioner Rhyne moved that the County proceed with having the Department of Transportation pave the road leading to the Multi-Purpose Building and to charge the costs of same against the Secondary Road System Fund. Commissioner John E. Dotterer seconded the motion and upon a roll call vote, Commissioner Dotterer, Rhyne, Franklin D. Wicker, Gordon A. Wicker and William H. Cooper all voted for it and no one voted against it. The Chairman recognized Commissioner John E. Dotterer who reported on behalf of the Personnel Committee with respect to minimum wage requirements for 17 County employees. Commissioner Dotterer moved that all County employees including CETA workers who received less than the minimum wage be raised to the minimum wage level retroactive to January 1, 1978. Comm- issioner Franklin D. Wicker seconded the motion and upon a roll call vote, Comm- issioners Dotterer, Rhyne, Franklin D. Wicker, Gordon A. Wicker, and Cooper voted for it and no one voted against it. Commissioner Dotterer also reported on behalf of the Personnel Committee that hospitalization rates were increasing by as much as 607o, The recommendation of the Personnel Committee was that the County pay the increase in the hospitalization rates. After discussion, Commissioner Dotterer moved that the County pay the increase in hospitalization rates for the County employees for the rest of this fiscal year and that when bids were taken for the County insurance program that bids be received for the health insurance coverage for the County employees. Commissioner Clyde J. Rhyne seconded the motion and upon a vote it was unanimously adopted.
