MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF <br />THE BOARD OF COMMISSIONERS <br />FOR <br />LEE COUNTY, NORTH CAROLINA <br />Tuesday, February 21, 1978 <br />The adjourned regular meeting of the Board of Commissioners for <br />the County of Lee convened in the Commissioners' Room on the second floor of the <br />County Office Building, 200 Wicker Street, Sanford, North Carolina, at 7:30 o'clock <br />p, m., on Tuesday, February 21, 1978, the same being the place, time, and date <br />specified in the motion of adjournment. Those present were Commissioners <br />William H. Cooper, John E. Dotterer, Clyde J. Rhyne, Franklin D. Wicker, <br />and Gordon A. Wicker, being all of the members of the Board. <br />Chairman William H. Cooper presided and the following business <br />was transacted: <br />The Chairman recognized Mrs. Martha C. Hollers, Board member; <br />Mr. Henry Jordan, Division Engineer; and Mr. Fred Beck, District Engineer, <br />all of the Department of Transportation. Mr. Henry Jordan spoke first and gave <br />a review of the work program. Mrs. Hollers spoke next and said County wide <br />approach had been taken to develop a total secondary improvement program with <br />emphasis on improving the safety of users of the secondary road system. Mr. <br />Beck then reviewed the particulars of the program with respect to new construction, <br />widening and strengthening existing paved roads, small bridge replacement, spot <br />stabilization, and school bus safety program. Commissioner Rhyne questioned <br />the Department of Transportation officials about the status of this years program. <br />Commissioner Gordon A. Wicker stated he wished emphasis would be given to <br />paving of existing dirt roads. Commissioner Franklin D. Wicker complained of the <br />unusual maintenance practices particularly in resurfacing roads and the Tact of <br />authority in county boards of commissioners. The Department of Transportation <br />officials stated in response that paving was done in accordance with the priority <br />assigned and that resurfacing done by highway personnel had to be done in segments <br />to avoid competition with private business. Following the discussion between the <br />members of the Board and the Department of Transportation officials, the Chairman <br />recognized the following citizens who spoke: <br />(a) Mr. W. E. Horner, Sr., who asked that a U. S. Highway No. <br />421 By Pass be pushed by all concerned with highway affairs; <br />(b) Mr. Ken Brinson, who spoke on the needs of the school system <br />for a U. S. Highway No. 421 By Pass, for widening the road near West Lee <br />County Junior High, and improvements at the Nash Street - Main Street inter- <br />section; <br />(c) Mr. Gary Maddox,who spoke on the needs for improvements <br />at the Nash Street - Main Street intersection; <br />
