BOOK 9 R~£ <br />MINUTES OF THE REGULAR <br />MEETING OF THE BOARD OF <br />COMMISSIONERS FOR THE <br />COUNTY OF LEE, NORTH CAROLINA <br />Monday, April 3rd, 1978 <br />The Regular Meeting of the Board of Commissioners for Lee <br />County, North Carolina, convened in the Commissioners Room on the second <br />floor of the County Office Building, 200 Wicker Street, Sanford, North Carolina, <br />on Monday, April 3rd, 1978, at 9:30 o'clock a, m. Those present were Comm- <br />issioners William H. Cooper, Clyde J. Rhyne and Gordon A. Wicker. Comm- <br />issioners John E. Dotterer and Franklin D. Wicker were absent when the meeting <br />opened but later joined the meeting. <br />Chairman William H. Cooper presided and the following business <br />was transacted: <br />The meeting was opened by prayer given by Mr. K. R. Hoyle, the <br />County Attorney. <br />The minutes of the regular meeting held on Monday, March 20th, <br />1978 and the adjourned regular meeting held on Monday, March 27th, 1978, were <br />approved and ordered recorded upon motion of Commissioner Rhyne, duly seconded <br />by Commissioner Gordon A. Wicker, which motion was unanimously adopted. <br />The monthly bills as listed by the County Finance Officer were <br />distributed to the members of the Board. While the members were discussing and <br />reviewing the bills, Commissioners John E. Dotterer and Franklin D. Wicker joined <br />the meeting and participated in the further deliberations of the Board. <br />While the members were reviewing the monthly accounts, Chairman <br />Cooper asked Commissioner Gordon A. Wicker if there was a report on road <br />matters to be considered and Commissioner Wicker called the Board's attention to <br />two public hearings to be held in Southern Pines later this year, one with respect <br />to highways, to be held on June 28th and one on May 9th, which has to do with <br />Airports. <br />The Chairman inqured if the Board was ready to take action with <br />respect to the bills and there being no motion he read to the Board a letter <br />received from Mr. Robert J. Bracken, Civil Engineer, who is opening an office in <br />Sanford. <br />The Chairman again brought up for consideration the matter of the <br />monthly bills and Commissioner Franklin D. Wicker moved that the monthly bills <br />as listed by the County Finance Officer be approved for payment. Commissioner <br />Clyde J. Rhyne seconded the motion and upon a vote it was unanimously adopted. <br />Commissioner Rhyne moved that the month be designated as Student <br />Government Association month and that the Chairman be authorized to issue a <br />proclamation to that effect. Commissioner Franklin D. Wicker seconded the <br />motion and upon a vote it was unanimously adopted. <br />The Chairman announced that Congressman Charlie Whitley's <br />Third District Mobile Office will be visiting Lee County on Tuesday, April 11, <br />1978. <br />1 <br />
