BOOK 9 "12101 MINUTES OF THE REGULAR MEETING OF THE BOARD OF COMMISSIONERS FOR THE COUNTY OF LEE, NORTH CAROLINA Monday, May 1, 1978 The regular meeting of the Board of Commissioners for the County of Lee, North Carolina, convened in the Commissioners Room on the second floor of the County Office Building, 200 Wicker Street, Sanford, North Carolina, on Monday, May 1, 1978, at 9:30 o'clock a. m. Those present when the meeting opened were Commissioners William H. Cooper, John E. Dotterer, Clyde J. Rhyne, and Gordon A. Wicker. Commissioner Franklin D. Wicker was absent when the meeting opened but joined the meeting later. Chairman William H. Cooper presided and the following business was transacted: The invocation was given by the Reverend Gilbert McDowell, Pastor of the Jonesboro Heights Baptist Church, Sanford, North Carolina. The minutes of the regular meeting held on April 17, 1978, were approved and ordered recorded upon motion of Commissioner Gordon A. Wicker, seconded by Commissioner John E. Dotterer, which motion was unanimously adopted upon a vote. The minutes of the meeting held on April 3, 1978, were amended to delete the figures $2, 541. 32 on the last line on page 2 of said minutes and to sub- stitute in lieu thereof the figures $2, 531.42 so that the appropriation in line item 20-490-02 shall be for $2,531.42. Commissioner Franklin D. Wicker joined the meeting and participated in the further deliberations of the Board. The group amendments to the budget for the fiscal year 1977-78, as set out in the minutes for April 17, 1978, failed to include the transfer for professional services and accordingly the motion was ordered recorded in the minutes of this session. Commissioner John E. Dotterer moved that the sum of $6, 500. 00 be transferred from the Emergency and Contingency Fund in the General Fund to Professional Services in the Finance Officer Budget in the General Fund. Comm- issioner Gordon A. Wicker seconded the motion and upon a roll call vote, Commission. ers Dotterer, Franklin D. Wicker, Gordon A. Wicker, and Cooper voted for it and no one voted against it. The monthly bills were presented and reviewed. Commissioner Clyde J. Rhyne moved that the monthly bills as listed by the Finance Officer be approved for payment. Commissioner Gordon A. Wicker seconded the motion and upon a vote it was unanimously adopted. Commissioner Gordon A. Wicker reported upon his inspection of the flooding on McNeill Road and on the road into Green Valley Estates Subdivision.
