r <br />107 <br />MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF <br />THE BOARD OF COMMISSIONERS <br />FOR <br />LEE COUNTY, NORTH CAROLINA <br />Friday, May 12th, 1978 <br />The Adjourned Regular Meeting of the Board of Commissioners <br />for the County of Lee, convened in the Commissioners Room on the second floor <br />of the County Office Building, 200 Wicker Street, Sanford, North Carolina, at <br />1:00 o'clock p, m, , on Friday, May 12th, 1978, same being the date, time and <br />place specified in the motion for adjournment. Those present when the meeting <br />opened were Commissioners William H. Cooper, John E. Dotterer, Clyde J, <br />Rhyne, Franklin D. Wicker and Gordon A. Wicker. <br />Chairman William H. Cooper presided and the following business <br />was transacted: <br />Mr. Elwin Buchanan, Grants Director, and Mr. Hal Mason, of the <br />firm of Williams & Works, appeared before the Board and reviewed the pre- <br />application for a Community Development Block Grant for 1978. The document <br />was reviewed in its entirety and at length. Following such review and discussion, <br />Commissioner Clyde J. Rhyne moved the adoption of the following resolution, <br />authorizing the County of Lee to submit a Community Development Block Grant <br />application to the Department of Housing and Urban Development: <br />WHEREAS, Title I of the Housing and Community <br />Development Act of 1974, and as amended in 1978, provides <br />for grants to qualifying municipalities to carry out eligible <br />community development projects; and <br />WHEREAS, The Board of Commissioners of the <br />County of Lee finds that there is a need for community <br />improvements aimed at eliminating or preventing slum and <br />blight and achieving the National goal of "a decent home and <br />suitable living environment for every American family"; <br />NOW, THEREFORE BE IT RESOLVED, By the <br />Board of Commissioners of the County of Lee: <br />1, That the County of Lee shall apply for a Small <br />Cities Community Development Block Grant in the amount <br />of $887, 000 to implement proposed community development <br />activities in the Grape Vineyard project area; <br />2. That the proper officers of the County of Lee be, <br />and they hereby are, authorized and directed to submit all <br />necessary application documents to the United States Department <br />of Housing & Urban Development and to provide any additional <br />supporting data that may be required, <br />Commissioner Gordon A. Wicker seconded the motion and upon a <br />vote it was unanimously adopted. <br />Commissioner Clyde J. Rhyne moved the adoption of the following <br />resolution pertaining to citizen participation in the development of the pre-applicatio <br />for a Community Development Block Grant: <br />
