Boos 9 ~c 176 - "J MINUTES OF THE REGULAR MEETING OF THE BOARD OF COMMISSIONERS FOR THE COUNTY OF LEE, NORTH CAROLINA Monday, July 3, 1978 The regular meeting of the Board of Commissioners for the County of Lee, convened in the Commissioners Room on the second floor of the County Office Building, 200 Wicker Street,, Sanford, North Carolina, on Monday, July 3, 1978, at 9:30 o'clock a. m. Those present when the meeting opened were Commissioners William H. Cooper,' John E. Dotterer, Clyde J; Rhyne, and Gordon A. Wicker. Commissioner Franklin D. Wicker was absent when the meeting opened but later joined the meeting. Chairman William H. Cooper presided and the following business was transacted: The meeting was opened by 'a prayer given by the County Attorney. The minutes of the regular meeting held on June 19, 1978, were considered, approved, and ordered recorded, upon motion of Commissioner Gordon A. Wicker, seconded by Commissioner Clyde J. Rhyne, which motion was unani- mously adopted upon a vote. Mr. Joe Edwards, Chairman of the Parks and Recreation Commission, appeared before the Board and spoke concerning the quality of the recreation program and the desires of the Commission to continue to upgrade the program. Commissioner Franklin D,. Wicker joined the meeting and participated in the further deliberations of the Board. i The letter of Mr. John D.' Wray, Division Head; concerning the N. C. Water Resources Framework Study,. to Chairman Cooper, was read to the Board. After discussion, the Board directed that the letter be referred to the Lee County Planning Board. i Commissioner Clyde J.1 Rhyne moved the adoption of three resolutions with respect to subgrant applications for LEAA grants for a drug investigator, a crime prevention/juvenile officer, and matrons in the Sheriff's Department. A copy of the resolutions are attached1hereto and marked Exhibits "A", "B", and "C", and by this reference they are lincorporated herein, Commissioner John E. Dotterer seconded the motion and upon a' vote it was adopted by a majority vote with all commissioners voting for t e resolutions except Commissioner Franklin D. Wicker. The Chairman brought up for consideration, the appointments to the Lee County Parks and Recreation Commission, Commissioner Franklin D. Wicker nominated Douglas Johnson, I Mary Post, and William Cotton. Comm- issioner Clyde J. Rhyne nominated' Taylor Uzzell. Commissioner John E. Dotterer moved that nominations be closed.
