BOOK ~ace20 MINUTES OF THE REGULAR MEETING OF THE BOARD OF COMMISSIONERS FOR THE COUNTY OF LEE, NORTH CAROLINA Monday, August 7, 1978 The regular meeting of the Board of Commissioners for the County of Lee, convened in the Commissioners Room on the second floor of the County Office Building, 200 Wicker Street, Sanford, North Carolina, on Monday, August 7, 1978, at 9:30 o'clock a. m. Those present when the meeting opened were Commissioners William H. Cooper, John E. Dotterer and Clyde J. Rhyne. Commissioner Franklin D. Wicker was absent when the meeting opened but later joined the meeting. Commissioner Gordon A. Wicker was absent. Chairman William H. Cooper presided and the following business was transacted: The Chairman asked that the Board have a moment of silent prayer in memory of J. Shelton Wicker, former County Commissioner and brother of Commissioner Gordon A. Wicker. The invocation was given by Reverend John Alexander, Pastor of the Edgewood Presbyterian Church. The minutes of the meeting held on July 17, 1978, were approved and ordered recorded, upon motion of Commissioner John E. Dotterer seconded by Commissioner Clyde J. Rhyne, which motion was unanimously adopted upon a vote. The Board took up for consideration the bills as listed by the County Finance Officer. The bills presented were approved for payment upon motion of Commissioner Clyde J. Rhyne, duly seconded by Commissioner John E. Dotterer, which motion was unanimously adopted upon a vote. Commissioner John E. Dotterer moved that the Clerk be authorized to devise a system whereby bids can be obtained for fuel oil, gasoline and lubricants. Commissioner Franklin D. Wicker seconded the motion, which motion was unanimously adopted upon a vote. The Chairman reported that Building Inspector Walter Scoggins had requested a merit increase. Commissioner Dotterer moved that the matter be tabled. Commissioner Franklin D. Wicker, seconded the motion and upon a vote it was unanimously adopted. The Finance Officer brought to the Board's attention that the Lee County Recreation Commission had two (2) surplus vehicles which were not disposed of at the recent auction sale. The Board instructed the Recreation Commission to dispose of the vehicles according to procedures for disposing of County property as set forth in the N. C. General Statutes. The Chairman read a letter of resignation from Mrs. Betty Daly, Lee County Library Board member. The Board accepted her resignation with regrets.
