BOOK ~ace20 <br />MINUTES OF THE REGULAR MEETING <br />OF THE <br />BOARD OF COMMISSIONERS <br />FOR THE <br />COUNTY OF LEE, NORTH CAROLINA <br />Monday, August 7, 1978 <br />The regular meeting of the Board of Commissioners for the <br />County of Lee, convened in the Commissioners Room on the second floor <br />of the County Office Building, 200 Wicker Street, Sanford, North Carolina, <br />on Monday, August 7, 1978, at 9:30 o'clock a. m. Those present when the <br />meeting opened were Commissioners William H. Cooper, John E. Dotterer and <br />Clyde J. Rhyne. Commissioner Franklin D. Wicker was absent when the <br />meeting opened but later joined the meeting. Commissioner Gordon A. <br />Wicker was absent. <br />Chairman William H. Cooper presided and the following business <br />was transacted: <br />The Chairman asked that the Board have a moment of silent <br />prayer in memory of J. Shelton Wicker, former County Commissioner and <br />brother of Commissioner Gordon A. Wicker. <br />The invocation was given by Reverend John Alexander, Pastor of <br />the Edgewood Presbyterian Church. <br />The minutes of the meeting held on July 17, 1978, were approved <br />and ordered recorded, upon motion of Commissioner John E. Dotterer <br />seconded by Commissioner Clyde J. Rhyne, which motion was unanimously <br />adopted upon a vote. <br />The Board took up for consideration the bills as listed by the <br />County Finance Officer. The bills presented were approved for payment <br />upon motion of Commissioner Clyde J. Rhyne, duly seconded by Commissioner <br />John E. Dotterer, which motion was unanimously adopted upon a vote. <br />Commissioner John E. Dotterer moved that the Clerk be authorized <br />to devise a system whereby bids can be obtained for fuel oil, gasoline and <br />lubricants. Commissioner Franklin D. Wicker seconded the motion, which <br />motion was unanimously adopted upon a vote. <br />The Chairman reported that Building Inspector Walter Scoggins <br />had requested a merit increase. Commissioner Dotterer moved that the matter <br />be tabled. Commissioner Franklin D. Wicker, seconded the motion and upon a <br />vote it was unanimously adopted. <br />The Finance Officer brought to the Board's attention that the <br />Lee County Recreation Commission had two (2) surplus vehicles which were not <br />disposed of at the recent auction sale. The Board instructed the Recreation <br />Commission to dispose of the vehicles according to procedures for disposing <br />of County property as set forth in the N. C. General Statutes. <br />The Chairman read a letter of resignation from Mrs. Betty Daly, <br />Lee County Library Board member. The Board accepted her resignation with <br />regrets. <br />
