r' <br />MINUTES OF THE REGULAR MEETING <br />OF <br />THE BOARD OF COMMISSIONERS <br />FOR <br />LEE COUNTY, NORTH CAROLINA <br />Tuesday, September 5th, 1978 <br />The Regular Meeting of the Board of Commissioners for the County <br />of Lee, North Carolina, convened in the Commissioners Room, second floor of the <br />County Office Building, 200 Wicker Street, Sanford, North Carolina, at 9:30 o'clock <br />a. m., on Tuesday, September 5th, 1978. Monday, September 4th, 1978, was <br />Labor Day, a legal holiday, and therefore, the meeting was held on the following day. <br />Those present were Commissioners William H. Cooper, Clyde J. Rhyne, and Gordon <br />A. Wicker. Commissioners John E. Dotterer and Franklin D. Wicker were absent <br />when the meeting opened, but Commissioner Franklin D. Wicker joined the meeting <br />later. <br />Chairman William H. Cooper presided and the following business <br />was transacted: <br />The invocation was given by the Reverend Burton Sherrod, Pastor <br />of the Morningside Presbyterian Church in Sanford. <br />Commissioner Gordon A. Wicker reported that he had received a <br />letter from the Southern Mecklenburg Association, concerning the proposed <br />Charlotte/Mecklenburg Outer Belt Road Project and its funding. The Board also <br />discussed the reply of Secretary Thomas W. Bradshaw, Jr., of the Department of <br />Transportation to this letter and no formal action was taken. <br />Commissioner Gordon A. Wicker requested the Director of the <br />Social Services Department to submit a report on the effectiveness of the Depart- <br />ment's programs in requiring fathers who abandon their children to contribute to <br />their support. <br />Commissioner Franklin D. Wicker joined the meeting and participated <br />in the further deliberations of the Board. <br />Commissioner Gordon A. Wicker moved that the bills as listed by the <br />Finance Officer be approved for payment. Commissioner Clyde J. Rhyne seconded <br />the motion and upon a vote it was unanimously adopted. <br />Commissioner Gordon A. Wicker reported to the Board that the air- <br />condition in the Commissioners Room was not operating and the Board directed the <br />office building committee to take appropriate action to either replace or repair the <br />equipment. <br />It was reported to the Board that the office area in the old Armory <br />building needed reflooring and that provisions had been made in the Maintenance <br />Department budget for this project. Upon motion of Commissioner Rhyne, seconded <br />by Commissioner Gordon A. Wicker, which motion was unanimously adopted, upon <br />a vote, it was RESOLVED to authorize the Maintenance Department to begin and <br />complete said project. <br />
