MINUTES OF THE REGULAR MEETING <br />OF <br />THE BOARD OF COMMISSIONERS <br />FOR <br />THE COUNTY OF LEE, STATE OF NORTH CAROLINA <br />Monday, April 16, 1990 <br />The regular meeting of the Board of Commissioners for the <br />County of Lee, State of North Carolina, convened at 7:00 P.M. <br />on Monday, April 16, 1990, in the Commissioners' room on the <br />second floor of the County Office Building, 200 Wicker Street, <br />Sanford, North Carolina. Those present were: Commissioners <br />Albert L. Cox, John R. Dossenbach, Jr. Bertha L. Matthews, <br />William C. Stafford, Jr. and Gordon A. Wicker. Chairman <br />Wicker declared a quorum present and the meeting open for the <br />transaction of business. <br />Chairman Gordon A. Wicker presided and the following <br />business was transacted: <br />The invocation was given by Commissioner Stafford. <br />The Board next considered the draft of the minutes of the <br />April 2, 1990 Regular Meeting. Commissioner Cox moved that the <br />draft of the minutes be adopted as the official minutes for <br />said meeting and that they be recorded. Commissioner Matthews <br />seconded the motion and upon a vote the results were as <br />follows: <br />Aye: Cox, Dossenbach, Matthews, Stafford and Wicker <br />Nay: None <br />The Chairman ruled the motion carried unanimously. <br />Commissioner Matthews moved that the Board of <br />Commissioners proceed to hold a public hearing on the CDBG <br />Community Revitalization Grant. Commissioner Stafford seconded <br />the motion and upon a vote the results were as follows: <br />Aye: Cox, Dossenbach, Matthews, Stafford and Wicker. <br />Nay: None <br />The Chairman ruled the motion had been unanimously adopted <br />and the public hearing was open. The Chairman recognized Mr. <br />Bob Joyce, Economic Development Director. Mr. Joyce <br />introduced Mr. Skip Green who spoke on the history and purposes <br />of the CDBG Community Revitalization Program. Mr. Green <br />explained that the State receives approximately thirty million <br />dollars each year for this program. The purpose of this <br />program is to help communities or neighborhoods where at least <br />51% of the residents are of low and moderate household <br />incomes. The program is very competitive.
