( HJ 13, x:00 ' MINDES OF THE SPECIAL MEETING@ OF THE BOARD OF COMMISSIONERS FOR THE COUNTY OF LEE, STATE OF NORTH CAROLINA Wednesday, May 2, 1990 The special meeting of the Board of Commissioners for the County of Lee, State of North Carolina, convened in the Commissioners' Room on the second floor of the County Office J Building, 200 Wicker Street, Sanford, North Carolina, at 3:00 o'clock P. M., May 2, 1990, the same being the time, date and place specified in the call issued by the Chairman. Those present were Commissioners Albert L. Cox, John R. Dossenbach, Jr. William C. Stafford, Jr. and Gordon A. Wicker. Chairman Wicker declared a quorum present and the meeting open for the transaction of business. Chairman Gordon A. Wicker presided and the following business was transacted: The invocation was given by County Attorney, K. R. Hoyle. The Board first considered a grant for Runaway and Homeless Youth. The Chairman recognized Mr. Ronnie Martin, Director Lee County Youth Services who explained this grant requires a 10% match and would cover the operating expenses for Hillcrest Youth Shelter. Commissioner Dossenbach moved to authorize Mr. Martin to apply for the grant. Commissioner Stafford seconded the motion and upon a vote the results were as follows: Aye: Cox, Dossenbach, Stafford and Wicker. Nay: None Absent: Matthews The Chairman ruled the motion carried unanimously. Commissioner Bertha L. Matthews joined the meeting and participated in the future deliberations of the Board. The Board next considered a proposal on the renovation of the Wilrik Building from Anderson Development Corporation. The Chairman recognized Mr. Bob Joyce, Economic Development Director. Mr. Joyce introduced Mr. DeWayne Anderson of Anderson Development Corporation. Mr. Anderson reviewed the proposal and explained that he plans to apply for a $2.186 million loan from the Farmers Home Administration (FmHA) for a 1
