MINUTES OF THE REGULAR MEETING <br />OF <br />THE BOARD OF COMMISSIONERS <br />FOR <br />LEE COUNTY, NORTH CAROLINA <br />Tuesday, January 2, 1979 <br />The regular meeting of the Board of Commissioners for the <br />County of Lee, convened in the Commissioners' Room on the second floor of <br />the County Office Building, 200 Wicker Street, Sanford, North Carolinas at <br />9:30 o'clock a, m., on Tuesday, January 2, 1979, Monday, January 1, 1979, <br />having been observed as a legal holiday. Those present were Commissioners <br />Jack D. Funderburke, K. S. Harmon, Lila P. Nielsen, Clyde J. Rhyne and <br />Gordon A. Wicker. None of the .Commissioners were absent. <br />Chairman K. S. Harmon presided and the following business was <br />transacted: <br />Reverend J. Earl Adkins, Retired Presbyterian Minister, gave <br />the invocation. <br />The monthly bills as listed by the Finance Officer, were considered <br />and discussed and upon motion made, seconded and duly adopted, were approved <br />for payment. <br />Commissioner Gordon A. Wicker requested that all department <br />heads be instructed to utilize the mechanic at the Maintenance Department for <br />automotive repairs whenever possible. <br />Mr. Tommy Richardson appeared before the Board and requested <br />that the Board re-locate the solid waste dumpster at the intersection of Highway <br />15-501, at Green Gables. A neighbor of Mr. Richardson's, a Mr. Bowling who <br />lives in the vicinity of the intersection, was present and requested the re-location <br />of the dumpster. Mr. Bobby Johnson, Landfill Supervisor, appeared before the <br />Board and reviewed the efforts of his department to apprehend people who have <br />been scavening the dumpster for aluminum cans and also the extra efforts made <br />to empty the dumpsters during the holiday season. The Chairman asked Mr. <br />Johnson to prepare some recommendations for consideration by the Board. <br />Mrs. Pattie McGilvary, Register of Deeds, appeared before the <br />Board and gave a.report on the receipts of her office during the preceding month <br />and a comparison with the activities for the first six months of the fiscal year <br />with a similar period in the preceding fiscal year. Mrs. McGilvary invited all <br />of the members of the Board to visit her office. <br />Mr. Charles McAdams, Certified Public Accountant, and Mr. <br />J. R. Holton, Vice President of Lee Brick & Tile Company, appeared before <br />the Board and requested relief of the penalty on the taxes assessed by the Tax <br />Supervisor, based upon his discovery of assets during the period of 1975, 1976, <br />1977 and 1978. Mr. McAdams requested relief based on the confusion between <br />using the inventory and equipment on hand in January and the property owned by <br />the tax payer at the close of its fiscal year which was different from the calendar <br />year. The Board discussed the matter with the Tax Supervisor and having heard <br />
