B;;OK wO P.AGE 719 <br />EE COUNTY <br />3 l rti <br />Committed Today for a Better Tomorrow <br />MINUTES OF THE JOINT MEETING <br />BETWEEN THE <br />LEE COUNTY BOARD OF COMMISSIONERS <br />FOR THE COUNTY OF LEE, STATE OF NORTH CAROLINA <br />AND <br />LEE COUNTY BOARD OF EDUCATION <br />NOVEMBER 29, 2005 <br />The joint meeting between the Lee County. Board of Commissioners and the Lee <br />County Board of Education convened at 4:30 p.m. in the Assembly Room, Heins <br />Education Building, 106 Gordon Street, Sanford, North Carolina, on said date. <br />Commissioners present were W. Chad Adams, Robert H. Brown, Herbert A. Hincks, <br />Jerry M. Lemmond, and Amy L. Stevens. Commissioners Nathan E. Paschal and <br />Robert T. Reives were absent. County Manager David M. Smitherman, County <br />Attorney K. R. Hoyle, and Clerk to the Board Gaynell M. Lee were also present. <br />Board of Education Chairman Bill Tatum called the joint meeting to order. <br />A power point presentation was presented on the Learn and Earn Early College <br />project. A planning grant has been accepted and a committee is working on details for <br />the project. <br />The main topic of conservation centered on the need for a long over-due new <br />middle school, along with renovation costs, and enrollment growth. It was stated that <br />construction costs for a new middle school are new estimated at $24.6 million. Costs <br />are accelerating at about $1 million a year due the inflation of concrete and steel. A <br />need for the 1/2 cent sales tax was discussed to raise money to relieve some of the <br />burden now placed on property owners. <br />The schools Capital Improvement Program for 2006-2011 was discussed and <br />student enrollment for grades K-12. <br />County Manager David Smitherman was asked by Chairman Hincks to schedule <br />a meeting between himself and representatives from Davenport & Company to discuss <br />the County's ability to pay for the construction of a new middle school. <br />It was suggested that County Manager David Smitherman and Superintendent <br />Jim McCormick discuss the appointment of a Citizens Advisory Board to work on <br />supporting a bond referendum for construction of a new middle school. <br />
