Mr. Felton also stated that Lee County, the Community <br />College, and the Small Business Center are exempt from paying charges to use the <br />facility. No action was taken on the matter. <br />The Board took a ten minute recess at this time. Upon returning from the <br />recess, with all members present except Commissioner Paschal, the meeting <br />resumed. <br />Board of Elections Director Nancy Kimble gave the Board an update on new <br />voting machine laws. Ms. Kimble stated that the Board of Elections was upset due to <br />the limited time between the release of the RFP for new voting machines and when <br />vendors had to deliver their proposals. A "gag order" has been put in place and <br />vendors cannot be contacted for questions. It is anticipated that bids will be awarded <br />around December 1, 2005. Ms. Kimble stated that Lee County currently uses Micro <br />Vote machines, as well as fifteen other counties across the State. No action was <br />taken on the matter. <br />The Board considered appointments to the Rural Fire Protection Improvement <br />Task Force that will study fire department issues. County Manager David Smitherman <br />told the Board that he and Commissioner Bob Brown desire to create an ad-hoc <br />committee to resolve outstanding issues regarding volunteer fire protection services. <br />He stated that the committee would be charged with the following responsibilities: <br />• Ensure maximum resource utilization efficiency countywide <br />• Consider implementation of a countywide fire tax rate <br />• Determine methods to improve ISO ratings countywide <br />• Consider merits of countywide first responder service <br />• Consider alternatives for reducing the volunteer departments' <br />administrative burden <br />Mr. Smitherman presented a resolution for consideration to establish the task force <br />and appoint the following individuals to said committee: <br />1. <br />Bob Brown <br />Lee County Commissioner <br />2. <br />Scott Holt <br />Lee County Volunteer Fire Chief <br />3. <br />Roger King <br />Wyeth Pharmaceuticals <br />4. <br />Wes Lail <br />Office of State Fire Marshal <br />5. <br />Alvin Ward <br />Town of Chapel Hill Assistant Fire Chief <br />6. <br />Bob Dalrymple <br />Lee County citizen <br />7. <br />David Smitherman <br />County Manager <br />After some discussion, Commissioner Adams moved to approve a resolution <br />establishing the Rural Fire Protection Improvement Task Force and appoint the above <br />mentioned individuals to the committee, a copy of which is attached to these minutes <br />and by this reference made a part hereof.
