After much discussion, consensus of the Board was for the <br />County Manager to schedule a meeting with himself, the head of DCA, Chairman <br />Hincks, and Community Development staff to find out what they plan to do about the <br />project and try to work through and resolve the issue. <br />The Board considered a request from the City of Sanford to deed the Steele <br />Street parking lot to the City in fee simple. County Manager David Smitherman told the <br />Board that in September 2003 the County entered into a Lease Agreement with the City <br />of Sanford to pay $1.00 a year for the parking lot on Steele Street contingent upon the <br />City subleasing the lot to Downtown Sanford, Inc. (DSI). The only stipulation required <br />was that adequate parking be available for staff at the Parks and Recreation Office <br />(Courthouse Annex) and twenty-two spaces for residents of the Wilrik Apartments. The <br />term of the lease was from November 1, 2003 through November 2, 2012. The City <br />has appropriated $50,000 to DSI for paving the property, and on October 4, 2005, an <br />additional $30,000 was appropriated to provide permanent lighting for the lot. Due to <br />the amount of expenditures to the property, the City is asking that the Board of <br />Commissioners consider deeding the property to the City in fee simple. After some <br />discussion, Commissioner Adams moved to authorize the County Manager to advise <br />the City of Sanford that the County is willing to deed the lot to the City when a Lease <br />Agreement from the City to the County for parking spaces for county employees in the <br />Courthouse Annex and residents of the Wilrik Apartments is agreed upon and executed, <br />along with a written cancellation notice from the City for the 2003 Lease Agreement. <br />Upon a vote, the results were as follows: <br />Aye: <br />Adams, Brown, Hincks, Lemmond, Reives, and Stevens <br />Nay: <br />None <br />Absent: <br />Paschal <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered a meeting date for December. Consensus of the Board <br />was to hold one meeting at 9:00 a.m., Monday, December 5, 2005. Public hearings will <br />be advertised for 10:00 a.m. or as soon thereafter as can be reached on the agenda. <br />The Board considered appointments to the Lee County Housing Appeals Board. <br />In September the Board approved the Lee County Housing Ordinance which states that <br />a Housing Appeals Board must be appointed to hear appeals. The Sanford Herald <br />advertised the process, but no applications have been received. After some discussion, <br />the County Manager was asked to check with the City of Sanford to see if their Housing <br />Appeals Board will also serve as the Board for the County. <br />County Manager David Smitherman updated the Board on the FY 2005 Work <br />Plan, the upcoming supervisors meeting that will be held November 16th and the five <br />"listening sessions" that will be held for staff on November 28th and 29th. <br />4 <br />
