The cards may be used by all county residents, regardless <br />of age, income or existing health coverage. The program is designed to help residents <br />who have no prescription drug insurance coverage or have certain needed medications <br />that are not covered by their current insurance policy. A national network of more than <br />54,000 retail pharmacies will honor the NACo prescription discount card. Participating <br />pharmacies in Lee County include CVS Pharmacy, Eckerd Drugs, Kerr Drug, K-Mart <br />Pharmacy, Medicine Park Pharmacy, Walgreen's, and Wal-Mart Pharmacy. <br />Commissioner Stevens stated that will take approximately two months for the program <br />to be finalized once the agreement has been executed and submitted. The Lee County <br />Health Department will assist in site selection of where cards will be distributed and will <br />keep the Board of Commissioners updated on the program. After much discussion, <br />Commissioner Brown moved to approve an agreement for the prescription drug card <br />program as recommended by NACo, a copy of which is attached to these minutes and <br />by this reference made a part hereof. Upon a vote, the results were as follows: <br />Aye: Adams, Brown, Hincks, Lemmond, Paschal, Reives, and Stevens <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Commissioner Reives stated that he was in support of the prescription drug card <br />program based on the County Manager and County Attorney's recommendations. <br />The Board considered funding for a Pre-Trial Release Program. In June of this <br />year it was anticipated that the State would fund a pre-trial release program for Lee <br />County to reduce the cost of housing jail inmates. In order to receive the grant for the <br />program, the County would also have to be willing to operate a substance abuse <br />program which Lee County was prepared to do. Staff was notified in July that the <br />program would not be fully funded for FY 2005-06 and that no State funds would be <br />allocated for the pre-trail release portion of the program. Staff was instructed at that <br />time to prepare and present a cost benefit analysis should Lee County select to <br />implement a pre-trail release program without State aid. Social Services Director <br />Brenda Potts was asked to complete a survey of how other counties administer the <br />program. Ms. Potts submitted the requested information which the Board took under <br />consideration. After some discussion, Commissioner Adams moved to approve the pre- <br />trail release program for Lee County without State funding. Upon a vote, the results <br />were as follows: <br />Aye: Adams, Brown, Hincks, Lemmond, Paschal, Reives, and Stevens <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. Ms. Potts was <br />asked to track the savings and for a meeting to be scheduled as soon as possible with <br />the Criminal Justice Board to bring them up to date on the program and their upcoming <br />responsibilities. Ms. Potts was also asked to find out the method of calculation from <br />counties that have a pre-trial program and submit this information to the Board. <br />
