This would be the first step in <br />providing building security and provide the capability of adding additional buildings that <br />can be controlled from a single location. Funding for this project was approved in the <br />FY 2005-06 budget. It was the recommendation of both the County Manager and <br />Assistant County Manager to award the bid to Piedmont Sound & Signal in the amount <br />of $26,300.74. Commissioner Reives asked why the same vendor could not be used <br />for the security installations at the courthouse and Government Center since there was <br />only a small difference in price. After some discussion, Chairman Hincks moved for the <br />County Manager to negotiate a price with Selectronics, Inc., not to exceed $26,300.00, <br />to install a security system at the Lee County Government Center. Upon a vote, the <br />results were as follows: <br />Aye: <br />Adams, Brown, Hincks, Lemmond, Paschal, and Reives <br />Nay: <br />None <br />Absent: <br />Stevens <br />The Chairman ruled the motion had been adopted unanimously. <br />Commissioner Adams discussed with the Board a need to have procedures in <br />place if law enforcement should encounter a meth lab within the County. The recently <br />adopted plan in New Hanover County was discussed. After some discussion, <br />Commissioner Adams moved that a task force be implemented to study the problem <br />and purchase the film IOWA for the Library and school system to use. Upon a vote, the <br />results were as follows: <br />Aye: <br />Adams, Brown, Hincks, Lemmond, Paschal, and Reives <br />Nay: <br />None <br />Absent: <br />Stevens <br />The Chairman ruled the motion had been adopted unanimously. <br />Commissioner Adams discussed E-911 funds. He stated that all telephone <br />customers in Lee County are charged $1.00 per month for the 911 fund. Currently there <br />is over $900,000.00 in that account. Mr. Adams stated that he knew someone who had <br />volunteered to come and look at the local E 911 center/equipment, free of charge, to <br />see if there are any available technologies we could use some of the tax money for. It <br />was mentioned by County Manager David Smitherman that the City of Sanford operates <br />the E 911 Center and they would have to approve such a study. After some discussion, <br />the County Manager was asked to contact City Manager Leonard Barefoot to discuss <br />the matter. <br />Commissioner Adams discussed the completion of the 2002 Community <br />Development Block Grant. County Manager David Smitherman gave the Board an <br />update and stated that the client would be moved back into her renovated home by the <br />6 <br />
