After much discussion, Commissioner Brown moved to <br />approve bids from Ellis Towing, Jimmy Kellam Towing, and Kendale Service Center as stated <br />above. Upon a vote, the results were as follows: <br />Aye: Adams, Brown, Hincks, Reives, and Stevens <br />Nay: Lemmond <br />Absent: Paschal <br />The Chairman ruled the motion had been adopted by a five to one vote. <br />L <br />Commissioner Lemmond stated that he voted against the motion because he thought <br />the rates quoted were too high. <br />Mr. Kepley's third request of the Board was for approval to write off delinquent 1994 <br />taxes. After some discussion, Commissioner Reives moved to allow the Tax Office to write off <br />delinquent 1994 taxes totaling $44,928.99. Upon a vote, the results were as follows: <br />Aye: Adams, Brown, Hincks, Lemmond, Reives, and Stevens <br />Nay: None <br />Absent: Paschal <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered approval of the Greenwood Small Area Plan. Planner Liz <br />Whitmore, from the Community Development Office, told the Board that a joint public hearing <br />was held on the above mentioned plan on May 16, 2005. Ms. Whitmore stated that the <br />Greenwood Small Area Plan builds on the 2020 Land Use Plan and recommends more detailed <br />goals and strategies specific to the Greenwood area. The Greenwood Small Area Plan will take <br />precedence over the Sanford & Lee County 2020 Land Use Plan, if adopted. After some <br />discussion, Commissioner Adams moved to approve the Greenwood Small Area Plan as <br />presented. Upon a vote, the results were as follows: <br />Aye: Adams, Brown, Hincks, Lemmond, Reives, and Stevens <br />Nay: None <br />Absent: Paschal <br />The Chairman ruled the motion had been adopted unanimously. <br />• <br />The Board considered a contract and agreement for the CDBG Project located at 1110 <br />Kentyrewood Farm Road. Lisa Lancaster, Program Administrator for the 2002 Scattered Site <br />Grant Program and Sanford Planner Karen Kennedy asked that the Board approve a contract <br />4 <br />
