0 &30% 20 P~CE 39 <br />MINUTES FROM THE BUDGET WORK SESSION <br />OF THE <br />BOARD OF COMMISSIONERS <br />FOR THE <br />COUNTY OF LEE, STATE OF NORTH CAROLINA <br />MAY 26. 2005 <br />The Board of Commissioners for the County of Lee, State of North Carolina, held <br />a Budget Work Session at 9:00 a.m. in the Gordon Wicker Conference Room, Lee <br />County Government Center, 106 Hillcrest Drive, Sanford, North Carolina, on said date. <br />Commissioners present were W. Chad Adams, Robert H. Brown, Herbert A. Hincks; <br />Jerry M. Lemmond, Robert T. Reives, and Amy L. Stevens. Commissioner Nathan E. <br />Paschal participated via speaker phone. <br />Chairman Hincks called the meeting to order and the following business was <br />transacted: <br />Chairman Hincks stated that he felt it was too premature to set a tax rate at this <br />meeting. Additional funding may be cut in Raleigh for some programs and a decision has <br />not been made to date on the requested one-half cent sales tax for school needs. <br />County Manager David Smitherman updated the Board on a Legislative Meeting <br />he and Commissioners Brown. Lemmond, and Stevens attended on Ma_v 24-25. 2005, in <br />Raleigh. <br />Commissioners discussed fire department matters. After some discussion, it was <br />the consensus of the Board to approve half-time (20 hours per week) employees for Cape <br />Fear, Carolina Trace, and Deep River Fire Departments (for one year). It is hoped these <br />temporary positions will provide some assistance to the departments that requested <br />increased staffing in their proposed FY 2005-2006 budget until a better understanding of <br />the concerns facing the Lee County (ire departments can be obtained. It is anticipated <br />that all fire district tax rates will be finalized at the June 6, 2005, meeting. <br />The Board discussed a one-time expenditure for the schools of $184;563.00. It <br />was discussed whether to fund this in the current year from Fund Balance. <br />Each Commissioner presented their thoughts on the proposed twelve (12¢) cent <br />tax increase recommended by the County Manager. Some were comfortable with the <br />increase, some hoped for a lesser increase, and one recommended a higher increase. <br />
