012
LEE COUNTY
Committed Today for a Better Tomorrow
LEE COUNTY BOARD OF COMMISSIONERS
ITEM ABSTRACT ITEM NO. ll. C.
_ Information
Meeting Date: August 15, 2013 _ Action Item
XX Consent Agenda
SUBJECT State Aid to Libraries
DEPARTMENT Library
CONTACT PERSON Michael Matochik, Library Director
REQUEST Approval of 2013 -14 Application for State aid to Public Libraries
SUMMARY In order to receive Lee County's allocation of State Aid to Libraries
funding, the State Library of North Carolina requires that the governing board of the county submit
an annual application to certify requirements listed on the form. These requirements concern
standards for the operation of a modern public library including service to all residents, planning
for future development, standard budgeting and fiscal responsibilities, submission of required
legal and financial paperwork, etc. The major ongoing requirement concerns the "Maintenance of
Effort" (MOE) provision that states in part: "Secure operational funds from local government
sources at least equal to the average amount budgeted and available for the previous three
years ". Due to current economic conditions the county at this time will not meet the MOE level.
All requirements are satisfied (or will be at the proper time, for instance when the county audit is
completed). Lee County Library uses state funds in most part for purchasing books, magazines
and audio /visual materials so as to directly benefit our patrons.
BUDGET IMPACT Due to economic conditions the State Library of North Carolina staff
at this time does not know exactly what Lee County's allocation will be. The estimate at the date
of this memo is $100,640. It will be reduced proportionately s the County reduced the Library
budget when audits are reviewed.
ATTACHMENT(S)
PUBLIC HEARING
PRIOR BOARD ACTION
RECOMMENDATION
Application for State aid to Public Libraries
No
N/A
Approve Application as presented.
